Job Description
Duties and Responsibilities
- Leading procurement activities, developing and executing procurement strategies, analyzing market trends and developing effective sourcing plans, negotiating supplier contracts, and managing supplier relationships
- Take the lead on all procurement activities making sure that procurement activities are carried out following standard procedures.
- Prepare documents pertaining to procurement services within the Authority (tender documents, contract documents)
- Ensure the proper arrangement of the contents of all documents for all procurement services that are carried out in compliance with the Ministry’s Procurement and the Tender Board
- Oversee the preparation of tender invitation, tender opening, analysis and recommendation through tender report.
- Manage and run an established database and archive in regards to projects involving the procurement of services
- To maintain registers of all procurement and supply contracts
- Liaise with Tender Board and other relevant bodies, as and whenever required
- Conduct interviews with contractors and other project-related persons and write associated reports
- Carry out random visits on Praslin in relevance to tender for contractors and organise relevant reports
- Conduct interviews with the general public seeking lands and produce file notes and report
- Lead the development of the IEA Procurement Plan and the IEA Quarterly report
- Work closely with Liaise with Lease Management for the tender of land
- Liaise with other departments to ensure smooth procurement processes.
- Liaise with Sections, the parent ministry, other government departments and other stakeholders, as and whenever required
Job Requirements
Qualifications and ExperienceÂ
- Master’s degree in Procurement/Accounting or relevant field plus three years post-qualifying experience
- Degree in Procurement/Accounting or relevant field plus five years post-qualifying experience
- Diploma in Procurement/Business Administration/Finance/Accounting or relevant field plus six years of satisfactory working experience as a Procurement Officer
- Certificate in Procurement/Business Administration/Finance/Accounting or ‘A’ Level Grade D plus 10 years post-qualifying experience
