The Curatelle Office is looking for a dynamic, motivated and dedicated candidate to fill the following position:

Post: Senior Human Resources & Budget Management Officer

Reports to: Director Curatelle Services

Working Hours: 8am to 4pm (Required to work outside working hours as and when necessary)

Job Description

Purpose: Assist the Curator in the recruitment and selection of human resources and deliver an effective and efficient service that promotes and meets the needs of the organization.  Assist in proposing, researching and implementing new initiatives to support the Human Resources Division in maintaining and delivering on Human Resources strategy and plan.

Duties & Responsibilities

  • Ensure that Human Resources policies, procedures and staff handbooks are prepared, updated and in line with relevant regulations and Employment Laws
  • Carry out all administrative duties
  • Ensure that the strictest confidentiality is maintained
  • Manages the human resources and related issues within the Department
  • Implement laid down procedures for recruitment, promotions, internal and external transfers, terminations of appointments, safety/health and welfare of personnel, performance appraisal and career planning in accordance with manpower policies
  • Monitor staff requirements throughout the Department
  • Purchase office items from time to time in line with the Procurement Act
  • Responsible for the preparation and update of job descriptions and specifications throughout systematic job analysis in accordance with post grades.
  • Advise on personal emolument issues/salaries upon processing of appointments, promotion and external transfers
  • Advise on all personnel management issues; liaise with external agencies on human resource matters and represent the department in such matters as may be necessary
  • Advise on employee relations and communications strategies and systems, which attract, retain and motivate personnel
  • Supervise staff and coordinate the activities of the Human Resources Section
  • Monitor effectively the probationary trial periods of new recruits
  • Plan the development and training of staff in general and advise employees accordingly
  • Assist with general staff welfare
  • Submit recommendations regarding disciplinary matters and deal with complaints/grievances and counsel staff on work related problems
  • Ensure the general cleanliness of offices
  • Reconcile, on a monthly basis, the nominal roll with the payroll
  • Prepare salary amendments
  • Prepare Purchase Requisition and Goods Received Note Forms
  • Updating and Inputting of data in the Inventory and Asset system
  • Issuing of stationeries
  • Issuing of fuel as and when the need arises
  • Procuring of stationeries and cleaning materials
  • Maintain and update the organization’s personnel filing systems and records
  • Assist with the preparation of budget/MBE/mid-year review
  • Undertake any other related personnel/administrative duties as required.

Job Requirements

Minimum Qualification & Requirements:

  • Degree in Human Resources Management or relevant field plus five years’ work experience as a Human Resources Officer

or

  • Diploma in Human Resource Management plus seven years as a Human Resources Officer
  • Previous experience/employment in the public sector will be an advantage

Competencies and skills

  • Knowledgeable and current with all relevant employment related laws
  • Possess good leadership ability
  • Pro-active and a team player
  • Must have good computer knowledge and skills
  • Knowledge of Information Systems and other IT tools are necessary
  • Good interpersonal & communication/facilitating skills
  • Ability to work with a high level of accuracy and attention to detail
  • Confidentiality
