The National Sports Council is looking for a competent, committed, self-motivated and enthusiastic candidate for the position of Senior Procurement Officer.
As the Senior Procurement Officer, you will coordinate and oversee operational procurement processes, including documentation, supplier coordination, record-keeping, and contract follow-up, to ensure the timely, transparent, and cost-effective procurement of goods, works, and services. Ensure that all procedures comply with Procurement Oversight Unit Guidelines.
Job Description
Main Duties & Responsibilities
- Develop and implement annual procurement plans aligned with the NSC’s strategic objectives and government budget allocation.
- Coordinate procurement input for capital projects (e.g., stadium renovations, gym equipment acquisition, construction of community sports facilities).
- Liaise with ministries (e.g., Ministry of Youth and Sports Procurement Oversight Unit; Ministry of Finance) on procurement strategies and funding procedures.
- Lead the full tendering process for public works, services, and goods in compliance with the Seychelles Public Procurement Act.
- Prepare bidding documents, manage bid openings, evaluations, and prepare submissions to the National Tender Board where applicable.
- Draft, negotiate, and manage contracts with local and international suppliers, ensuring contractual obligations are delivered on time and within budget.
- Monitor all procurement processes to ensure adherence to legal, regulatory, and ethical standards, including anti-corruption and transparency requirements.
- Conduct supplier due diligence, risk assessments, and maintain audit-ready documentation.
- Support internal and external audits by ensuring accurate procurement records are maintained.
- Develop and manage relationships with suppliers, including local SMEs, to support the development of the local sports economy.
- Evaluate supplier performance and implement corrective actions where necessary.
- Promote sustainable and inclusive procurement practices, including fair opportunities for local contractors and suppliers.
- Monitor procurement spending across departments and ensure value-for-money procurement.
- Prepare regular procurement status reports, tender outcomes, and supplier performance analyses for executive and board review.
- Assist with budget forecasting for procurement-related expenses.
- Provide guidance and training to junior procurement staff or administrative officers involved in requisitions and purchasing.
- Promote procurement best practices across NSC departments, including standardization and internal controls.

Job Requirements
Minimum Requirements & other pre requisite
- Master’s Degree in Procurement and/or Public Administration
- Minimum of 5 years of progressive experience in procurement roles.
- In-depth knowledge of procurement regulations, contract laws, and sourcing strategies
- Knowledge of public procurement procedures will be an advantage.
