The Seychelles Human Rights Commission (SHRC) is pleased to invite candidate to apply for the above-mentioned full time position.
Job Description
Responsible to: Chief Executive Officer
Objective:
The Investigation Officer is responsible for supporting the Commission in the effective investigation of complaints and other concerns relating to alleged human rights violations, and in making recommendations aimed at strengthening the protection and promotion of human rights in Seychelles. The Investigations Officer shall support the Commission in exercising its statutory functions under sections 14(1)(a)(i), 14(4)(a), 15 and 16 of the Seychelles Human Rights Commission Act, 2018.
Duties and Responsibilities
- Receive and conduct preliminary assessments of complaints of alleged human rights violations, determining admissibility, urgency, jurisdiction, and risk factors without bias.
- Provide advice and guidance to complainants on matters relating to their complaints.
- Document all complaints received in accordance with the SHRC complaints and investigation procedures
- Liaise and coordinate with relevant institutions and authorities, as required, to facilitate investigations and mediation and assist complainants.
- Obtain information, evidence and particulars from relevant persons or entities as reasonably necessary to support investigations.
- Conduct research on relevant laws, human rights standards and obligations to inform and support the assessment and investigation of alleged human rights violations arising from complaints or other sources.
- Initiate and conduct investigations into any human rights concerns or alleged human rights violations arising from complaints or identified through other sources.
- Where necessary for the purposes of an investigation, conduct inspections to assess compliance with relevant human rights standards and legal obligations, in coordination with the Monitoring and Inspections Unit.
- Upon completion of investigations, prepare investigation reports setting out the findings and make evidence-based recommendations.
- Maintain case files and records.
- Participate in outreach activities, including mobile complaint intake activities, to enhance public access and awareness of SHRC services.
- Assist in the development and delivery of human rights awareness activities to promote public understanding of rights, responsibilities, the SHRC mandate and its complaints and investigation procedures.
- Collaborate with the Human Rights Analyst, Legal Unit and Monitoring and Inspection Unit to support the handling of complaints and cases in accordance with SHRC procedures.
- Actively contribute as a team member in achieving the strategic goals and priorities of the SHRC.
- Perform any other duties as may be assigned by the Commission to achieve the SHRC’s mandate.

Job Requirements
Qualifications, Skills, and Experience
Education – A Diploma or Bachelor’s degree in Law, Social Work, Criminology, Social Sciences, Human Rights, or a related field.
Experience – Candidates with a Bachelor’s degree must have a minimum of 2 years’ work experience in investigations, compliance monitoring, complaints handling, or a related human rights role. Whereas candidates with a Diploma must have 4 years’ relevant work experience.
Skills – Strong analytical, research, interviewing, and report-writing skills. Ability to work independently. Excellent interpersonal and communication skills.
Language – Proficiency in written and spoken English and Creole is required. French is an asset.
Other – Must possess high confidentiality, integrity, and emotional resilience in handling sensitive complaints.
