ACCOUNTANT

The Programme Development and Coordination Section (PDCS) within the Ministry of Environment , Climate , Energy and Natural Resources (MECENR) is currently seeking an Accountant:

His/her responsibilities will be:

  1. SCOPE OF WORK
    1. Ensure that the financial procedures in place comply with the financial/accounting.
    2. Prepare internal and external correspondence for all financial and budgetary matters related to PDCS projects;
    3. Provides assistance on reporting requirements, guidelines, rules, and procedures, and ensures the completeness and accuracy of all financial reports and project budgets submitted by local partners and by PDCS to respective development partners, donors, and trust funds;
    4. Perform due diligence prior to authorization of all payments, disbursement of funds in line with the
    5. established SOP;
    6. Assist in the preparation of all financial and budgetary data for quarterly and annual project reports as per frequency required;
    7. Ensure an efficient financial flow process and timely payments for the goods and services in consultation with the CPC and other sections of MECENR and the Ministry of Finance for the timely implementation of project activities;
    8. Support the Senior Accountant with the project’s annual audit process in close collaboration with the respective donor team and support improvements to internal control procedures by implementing all audit recommendations related to financial management;
    9. Accurately record and file all documentation and correspondence transactions on the project’s financial operations, both physically and electronically;
    10. Maintenance of the filing system, ensuring safekeeping of financial documents;
    11. Assist with proper planning and expenditure tracking of financial resources, including funds advanced to project partners and responsible parties;
    12. Assist senior accountant with the asset list of all partners, ensure records are up-to-date and in line with donor requirements on physical asset:
    13. Oversee and manage the account unit during the absence of the senior accountant.

QUALIFICATIONS AND EXPERIENCE

The Accountant should have the following minimum qualifications and skills:

  • Degree or diploma in Accounting
  • At least five years’ satisfactory work experience as an accountant
  • Full knowledge of accounting techniques, financial systems, financial planning, and control.

TYPE OF CONTRACT

  • Full time – 1-year contract (renewable).
