Working hours: Normal 0800hrs to 1600hrs (Flexible to work after normal working hours or on weekends when necessary)
Job Description
Main objective:
The Asset Management Officer will play a crucial role in the management and disposal of seized/confiscated assets under the custody of the Asset Management Unit in line with the Custody Management and Disposal of Seized Forfeited or Confiscated Properties Act, 2021 and regulations. This role involves coordinating with service providers, conducting site inspections, assisting in the movement, maintenance, and disposal process of the assets, and ensuring protocols are adhered to. The officer will also contribute to the continuous improvement of asset management procedures and support the preparation of management plans for each asset.
Duties and responsibilities:
Custody, Procurement & Service delivery:

- Ensure all required documentation are provided by the Ministry, Department or Authority when handing over assets.
- Identify information, services and goods required for effective delivery of the management plan.
- Undertake procurement of service providers for the maintenance, repair, and disposal of assets.
- Prepare necessary documentation for the procurement and payment of service providers.
- Maintain accurate and proper documentation and data related to the custody and management of the assets.
- Coordinate with the Senior Officer to ensure compliance of contracts by service providers.
Site Inspections & Reporting:

- Conduct site inspections to assess feasibility of locations for storage or disposal of assets.
- Conduct regular site inspections to monitor and track the condition of assets.
- Ensure asset registers and reports are updated as and when necessary.
- Compile data and prepare statement on the performance, condition, and lifecycle of assets for analysis and reporting purposes.
- Identify and report potential risks through site inspections/ daily duties to the Senior Officer.
Communication & Coordination:

- Communicate with the Senior Officer regarding necessary supplies for daily duties.
- Communicate with the Senior Officer on continuous improvement initiatives to enhance operational procedures.
- Coordinate with contractors, liaison officers, third parties, and relevant agencies for effective delivery of asset management tasks.
- Coordinate the storage, movement, and disposal of assets in accordance with legal requirements and internal policies and procedures.
Asset Management & Disposal:

- Oversee the valuation and appraisal of assets to ensure accurate financial reporting.
- Oversee the security measures put in place to prevent the depreciation of assets.
- Prepare and submit management plans for each asset to the Senior Officer.
- Organise and prepare assets for auction or other disposal methods as necessary.
- Support the review and development of strategies, policies, guidelines, and procedures that influence the unit.

Job Requirements
Qualifications and Experience:
- Bachelor’s Degree in Finance/Accounting/Law/International Business/Auditing or a Professional related qualification at fundamentals level.
- Previous work experience in a similar field is preferred.
Interpersonal Skills and Abilities:
- Fluency in English and French (both oral and written).
- Great organisational and communication skills.
- Ability to work collaboratively with various stakeholders.
- Attention to detail and a proactive approach to problem-solving.
- Good at multitasking;
- Good sense of integrity and commitment.
- Strong interpersonal skills and ability to work in a team.
