Job Description
Post Title: Assistant Urban Planner
Section: Development Planning & Policy
Unit: Strategy Planning & Design
Responsible to: Senior Urban Planner
Job Summary
Under the general supervision of the Principal Planner, performs a variety of duties related to the collection, analysis, interpretation, and presentation of technical land use, environmental, zoning and other planning data to support urban planners; conduct door to door survey data collection; conduct client meetings; prepare consultation reports and provide advice to internal staff and the public on issues related to planning, zoning, and development.
Duties & Responsibilities
- Assist the Senior Urban Planner in collecting statistical data, conduct surveys and prepare analytical reports required for urban and regional planning projects
- Assist in research and preparation of guidelines and policies
- Conduct research for land registration/ownership
- Contact and inform land owners/general public of forthcoming urban planning projects
- Deal with correspondence and enquiries from the public relating to urban planning
- Conduct Site Visits for :
- Assessment of specific planning application and pre-planning to assist urban planners
- Confirmation of orthophoto image
- Onsite data gathering for land use planning
- Onsite data gathering for local development projects
- Conduct site visits for Environmental Impact Assessment and partner agency projects in consultation with the physical assessment unit.
- Conduct site visit for land use reclassification request.
- Use technical instruments such hand held GPS units, laser measure, measuring tape, drones to collect site data
- Update databases and maps on topics such as census information, land use, land cover, national projects
- Assist in updating of the District Planning Schemes
- Participate in the research, analysis, and interpretation of social, economic, population and land use data and trends.
- Participate in digitization and update of the land use, development plans and other relevant GIS layers.
- Use technical software for digitization/mapping and presentation of site data.
- Assist in the evaluation of rezoning/reclassification, ordinance amendments, site plans, special use permits, variances and other proposals
- Assists in the review of moderately difficult development proposals and site plans for conformance with codes, plans, and regulations
- Prepares and present detailed reports on development proposals to government bodies such as planning board, development committee, public consultations, stakeholders workshop and others
- Assist in coordination of public meetings
- Prepare post-meeting reports for public consultations and stakeholder workshops
- Any other cognate duties that may be assigned by the Section Head.
Benefits
Salary Band: SB4 – SB5
Job Requirements
Qualifications and Experience
A-Level in Geography or Construction technology OR related field PLUS 6 years relevant work experience
Attitudinal Skills
- Must be self-motivated and enthusiastic for conducting field work
- Oral communication and interpersonal skills to explain and present plans, rules and procedures clearly to the public
- Creative problem-solving skills to gather relevant information to solve vaguely defined practical problems
- Must be responsible and reliable with good leadership and time management skills
- Ability to create graphic designs, development strategies, and render site plans via sketches and/or computer graphics highly desirable.
- Ability to work on several projects or issues simultaneously
- Ability to attend to details while keeping big-picture goals in mind
- Must be well-disciplined with sound judgment
- Must possess a valid driving license Class 2
- Drive discussion in group meetings
- Must be able to work odd hours
