RISK ASSESSMENT AND ADAPTIVE STRATEGIES FOR IMPROVED SEAPORT RESILIENCE TO CLIMATE CHANGE IN SEYCHELLES (PORTS project)
Terms of Reference for an Independent Technical Review Consultant
Nature Seychelles, in partnership with the Seychelles Ports Authority (SPA), invites applications for an Independent Technical Review of outputs being developed under the PORTS project, which aims to enhance the resilience of Seychelles’ seaports against escalating climate hazards and ensure the long-term sustainability and uninterrupted operation of critical port infrastructure.
Main deliverables of the assignment:
- Technical review of the climate risk assessment methodology/framework, with written comments and recommendations.
- Review of the Climate Risk and Vulnerability Assessment Report (CRVAR), including verification of revisions.
- Review of the climate adaptation strategy, disaster management plan and standard operating procedures (SOPs), including recommendations and verification of revisions.
- Brief summaries of findings, agreed revisions and outstanding actions for each review stage.
Applications are invited from individual consultants, consulting firms or teams of consultants. The consultancy is open to Seychellois and international applicants. The selected consultant(s) will be contracted to deliver the assignment over 18 months, commencing in November 2026.

Qualifications / Experience
- Post graduate degree in climate change, port and maritime engineering, climate risk and resilience, disaster risk management, or a related field.
- A combination of relevant academic qualifications and substantial professional experience in port engineering and infrastructure, climate risk assessment and climate adaptation.
- Demonstrated knowledge and application of international good practice for climate risk assessment and adaptation of ports, including relevant PIANC guidance (particularly PIANC WG178), or equivalent recognised frameworks.
- Previous experience working in Seychelles on donor funded projects and engaging with local stakeholders, government agencies and private sector.
- Experience working in SIDS, island states or coastal environments.
- Previous experience undertaking independent technical reviews, peer reviews or quality assurance of technical studies.
