Job Description
Post Title: Engineer
Section: Construction Quality Assurance & Engineering
Unit: Engineering
Responsible to: Principal Engineer
Job Summary
To provide technical advice to the public relating to engineering, construction and building technology and assist in technical, environmental and economic research for the development of building designs or infrastructure projects.
Duties & Responsibilities
- To ensure that all structural designs and calculations submitted for verification and approval are undertaken in accordance with the relevant codes of practices and British Standards as specified in the Town and Country Planning Act [CAP 237]
- Monitor construction sites/projects ensuring that all structural design requirements are implemented at construction stage
- Establish and maintain quality control and assurance over ongoing developments – namely engineering related projects
- Ensuring construction projects are consistent with Planning Authority’s approved drawings, specifications and conditions, as well as building construction workmanship and industrial safety
- Conduct assessments/appraisals, as well as assess the potential risks of specific projects with regards to planning applications submitted – namely engineering related projects
- Undertake technical and feasibility studies, and site investigations – Upon request of pre- planning assessments
- Conduct structural assessments of buildings and infrastructures, .i.e. evaluating and ascertaining their structural integrity and soundness, as well as providing recommendations with regards to the same
- Provide technical advice to the public relating to engineering, construction and building technology
- Work in conjunction with other officers within the Development Control Unit
- Take appropriate preliminary actions on developments that fails to comply with the approval specifications and conditions, building regulations, as well as any unauthorized works
- Assume any other duties and responsibilities which may be required by the Principal and Senior Engineer

Job Requirements
Qualifications and Experience
- Candidate with a Master’s Degree in Civil or Structural Engineering
- Candidate with a Master’s Degree in Civil or Structural Engineering
Attitudinal Skills
- Must be able to systematically understand and interpret structural designs, inclusive of both construction plans/drawings and calculations
- Must be able to conduct structural analysis of designed elements
- Must be able to compile and submit comprehensive technical and structural assessment reports
- Must have knowledge of relevant building legislations/regulations and codes of practices
- Must communicate and liaise effectively with work colleagues, agents/consultants and clients (i.e. developers/applicants/general public)
- Must think innovatively, methodically and logically to resolve design and development issues
- Must have strong mathematical and IT skills
- Must possess high technical competence
- Must have excellent team-working skills
- Must have a high level of integrity and professionalism
- Must have good time management, ale to manage workload and effectively meet deadlines
- Must have a flexible approach
Physical Demands and Working Environment
- Duties undertaken in both office and field/site settings – while the job involves a lot of office-based work, it also requires frequent visits to sites
- Fit and healthy to work in various outdoor conditions – such as varying weather, terrain/site conditions; sites can be based at long distances from the office
- Overnight or weekend stays may be required for site inspections to inner or outer islands
- Possess at least a valid Class 2 driver’s license
