EXPRESSION OF INTEREST
The Program and Development Coordination Section (PDCS) under the Ministry of Environment, Climate, Energy & Natural Resources (MECENR) is inviting suitably qualified consultants for the assignment:
UPDATE THE UNDP CAPACITY SCORECARD AND THE GEF MANAGEMENT EFFECTIVENESS TRACKING TOOL (METT) FOR THE FINAL EVALUATION OF THE RIDGE TO REEF PROJECT
The objective of this assignment is to review, validate, and update the UNDP Capacity Scorecard and the GEF Management Effectiveness Tracking Tool (METT) to determine the final achievement of Ridge to Reef Project targets related to institutional capacity and the management effectiveness of Seasonal Protected Areas (SPAs) and Marine Protected Areas (MPAs).
Interested consultant can request a copy of The Term of Reference document via email from the email address below as from 25th June 2026 during working hours.

It is compulsory for all interested applicants to request the Term of Reference Document before submitting any responses to this EOI.
The eligible candidates must submit their responses via email, with the subject title “UNDP-GEF R2R scorecards’ to the above-mentioned email address no later than 3.00 pm (Seychelles Time) on 06th July 2026.
No responses will be accepted after the deadline.
MECENR reserves the right to not accept the lowest bid if it compromises quality, delivery, and other risk factors.
