GOS-UNDP-GEF PROGRAMME DEVELOPMENT AND COORDINATION SECTION

The GOS-UNDP-GEF Programme Development and Coordination Section (PDCS) within the Ministry of Agriculture, Climate Change and Environment (MACCE) is implementing a GEF funded project entitled “Indian Ocean ISLANDS – Seychelles- Implementing Sustainable Low and non-Chemical Development in SIDS.” The PDCS is currently seeking a Full- time Project Manager to carry out the following assignment:

To be responsible for the overall management of the project, including the mobilization of all project inputs, supervision over other project staff, consultants and sub-contractors. He/She (under the guidance of the Chief Technical Expert and Chief Programme Coordinator of the Ministry) will support:

  • Support monitoring and reporting on project progress and ensure coordination with the IO SIDS and the GEF ISLANDS programme.
  • Contribute to quarterly (or more frequent) Indian Ocean /GEF ISLANDS programme calls to share progress;
  • Contribute to annual programme monitoring reports for the IO Regional Child Project;
  • Contribute to IO Regional Child Project reporting (using GEF ISLANDS templates), provide narrative updates on a semi-annual basis and provide annual updates with quantitative data on the agreed indicators;
  • Contribute inputs to the Yearly Project Implementation Reviews (PIRs) for the Indian Ocean Regional Child Project; and
  • Prepare (field) mission reports.

The project duration is till August 2027.

General Qualifications/Experience and Skills Required

Education:

An MSC in Environment, Waste Management or other related fields. A BSc. Degree in relevant fields may be considered if the applicant suitably demonstrates project management skills.

Experience:

  • Specific expertise in the field of environment, waste management and/ a good understanding of sustainable use and management of waste in tropical zones;
  • At least 3 years of professional experience in environment or related fields. Specialization in waste management or related areas will be an added advantage.
  • Demonstrated ability to write reports
  • Demonstrated ability to work with a wide range of stakeholders
  • Be an effective negotiator with excellent oral and presentation skills; and
  • A good working knowledge of international best practice in sustainable environmental practices, waste management, hazardous waste disposal.
  • Has working knowledge of the region, and challenges of SIDS in relation to environment.

Skills:

  • Knowledge of Project Adaptive Management, as applied to natural resource management projects;
  • Ability to effectively coordinate a large, multi-stakeholder project;
  • Ability to work effectively with counterpart staff at all levels and with all groups involved in the project;
  • Strong drafting, presentation and reporting skills, excellent written communication skills;
  • A good personality with strong leadership skills;
  • A good working knowledge of international best practice in conservation, sustainable use and management of marine and coastal biodiversity is desirable,
  • Fluency in English is required and a working knowledge of French is desirable.
