Job Description

The General Manager will lead and manage all business, administrative and operational aspects of the Water Department. In this leadership role, the Manager will supervise, directly and indirectly, all Water Utility staff and provide organizational leadership to ensure safe and reliable operations.

Primary Responsibilities

  • Directly manage the administrative and operational functions of the department; arrange and chair operational meetings on routine basis and as assigned
  • Manage the performance and accountability of utility staff, implementing processes focussed on operational efficiency, health and safety, and customer service
  • Report key operational issues and KPI to the Executive Management of the Corporation
  • Serve as the ‘face’ of the Water Department and manage key stakeholders relationships, including with respect to customers, regulators and government officials, among others
  • Oversee annual employee review process and establish organizational and individual goals
  • Develop annual operating and capital budget, and assist the executive management to manage the business P&L to meet or exceed targets on an ongoing basis
  • Manage key capital projects, including selection of key contractors, allocation of team resources, approval of project budgets and oversight of employees with primary day to day responsibilities
  • Support development of the PUC image and execution of broader company strategic and operational initiatives
  • Operate on a rotating ‘On-Call’ basis as needed or under emergency conditions

Job Requirements

Experience & Qualification

  • Managerial experience in public utility management with comprehensive knowledge of the principles, practices and procedures of utilities operation and maintenance
  • Strong leadership skills with extensive experience managing operations within a regulated utility environment and in customer-facing organizations
  • Ability to effectively communicate at all levels, both within the company and externally
  • Able to build  a strong organizational culture and secure high levels of employee engagement and employee satisfaction
  • Experience in managing corporate health and safety programs
  • Ability to lead employees through active listening, mentoring and coaching
  • Experience managing complex capital projects (Dams and specific water treatment plant experience a plus)
  • Bachelors Degree (Civil Engineering), Corporate member of the Institution of Civil Engineers or other internationally accepted equivalent
