Job Description

Job Summary

The primary role is to establish and implement a regulatory framework and safety oversight system in the fields of Aerodromes and Ground Aids. The post holder ensures that the safety oversight of the Inspectorate adequately takes into account seven of the eight critical elements of an effective safety oversight system.

  • CE 2- Specific Operating Regulations.
  • CE 3- Civil Aviation Systems and Safety Oversight functions.
  • CE 4- Technical personnel qualification and training.
  • CE 5- Technical guidance, tools and the provision of safety-critical information.
  • CE 6- Licensing, certification, authorisation and approval obligations.
  • CE 7- Continuous Safety Oversight.
  • CE 8- Resolution of Safety Concerns.

Principal Duties & Responsibilities

  • Line manage the Inspectorate inspectors and officers.
  • Supervisory and staff development.
  • Staff performance management.
  • Financial management of the Inspectorate.
  • Human resource management.
  • Planning and controlling work activities to achieve the Inspectorate’s objectives.
  • The post holder may from time to time partake in duties as an inspector when required.
  • The post holder also exercises Delegation of Authority (DoA) for approvals, variations, validations and exemptions under the Air Navigation Order in the field aerodrome certification and standards.

Minimum Qualifications/Skills/Experience

Knowledge:

  • Aerodrome Safety and Standards Safety Oversight Administration and Management.
  • Aerodrome regulations and technical standards.
  • Aerodrome certification and auditing.
  • Aerodrome Engineering.
  • Safety Management System.
  • Bird Control and management.
  • Aerodrome Safeguarding

Skills & Abilities:

  • Management and administration.
  • Regulatory and policy development.
  • Project Management.
  • Financial Management.
  • Risk Assessment and Management.
  • Negotiating and influencing skills.
  • Good communicator both orally and in writing.
  • Impact Assessment.
  • Computer skills.
  • A willingness to commit to corporate objectives regarding safety regulations, including the ability to adapt to and facilitate change.

Pre-requisite Training & Qualifications:

  • 2 years as an Aerodrome Standards Inspector; or
  • 5 years Aerodrome Safety Inspector; and
  • Oversight Core.
  • SR ADR OJT.
  • Diploma in Management.
