Job Description
To oversee the Aviation Security (AVSEC) Division, ensuring full compliance with Aviation Security Policy and Regulatory Standards and Recommended Practices in the Annex 17 to the Chicago Convention (Safeguarding Civil Aviation against acts of unlawful interference). Responsibility for Aviation Security Implementation of measures, protecting people and assets.
Principal Duties & Responsibilities:
- Establishment, production, promulgation and frequent review of the Seychelles National Civil Aviation Security Programme (SNCASP) to ensure it continues to reflect the State’s obligations and is consistent with government policy;
- The definition and allocation of tasks that support implementation of the SNCASP by agencies, aircraft operators,airports and all other concerned agencies;
- The establishment of operational criteria minima and their promulgation to those responsible for implementing security measures;
- Constant analysis of the level of threat to civil aviation and the ability of aircraft operators, airports, etc, to counter the perceived threat level;
- Managing information on any threat or incident and on the amount and type of restricted articles discovered and confiscated;
- Fostering and promotion good working relationships, cooperation and the exchange of relevant information among neighboring States and those having air links;
- Reviewing and ensuring the adequacy of security programmes implemented by airports, aircraft operators, cargo handlers and other related entities;
- Enhancing aviation security through the development and dissemination of progressive and proactive administrative and operational practices, and promoting their use by security services, airport management and aircraft operators.
- Effective implementation of aviation security standards and recommended practices at airports.
- Training, testing and certifying all Aviation Security Officers.

Job Requirements
Qualifications & Skills:
- Degree or Diploma in Intelligence and Security.
- Diploma in Management of Aviation Security.
- Certified ICAO AVSEC Instructor.
- Certified ICAO AVSEC Auditor.
- Experience: Extensive experience in aviation security operations at a supervisory level required.
- Knowledge: Extensive experience, knowledge and conversant with national and international security and intelligence.
- Skills: Human behaviour in surveillance, investigation and crime prevention (psychology and physiology).
- Strategic Planning: Prepare/partake and implement Strategic and Business plans for AVSEC.
- Budget Control: Prepare the division’s annual budget for approval and manage budget once approved.
