The Seychelles Electoral Commission invites applications from suitably qualified and experienced Seychellois nationals for the position of Information Technology Manager (ITM).

Job Description

Role Summary

The Information Technology Manager will lead and manage the Commission’s ICT systems, digital infrastructure, and data governance functions. The postholder will be responsible for ensuring the security, integrity, availability, and confidentiality of all digital systems and sensitive electoral data, while supporting the Commission’s operational and strategic objectives.

Key Responsibilities

• Manage and maintain ICT infrastructure including networks, servers, and cloud systems.
• Oversee system performance, upgrades, maintenance, and user support services.
• Develop and implement cybersecurity policies and ensure protection against threats and breaches.
• Ensure proper data governance, including data protection, storage, backup, and recovery systems.
• Conduct ICT risk assessments and ensure compliance with relevant regulations and standards.
• Support electoral systems, including voter registration and results management platforms.
• Lead digital transformation initiatives and recommend innovative ICT solutions.
• Manage ICT procurement processes and vendor relationships, ensuring compliance with security standards.

Advisory Role

The ITM will provide expert advice to the Electoral Commission and the Chief Electoral Officer on ICT strategy, cybersecurity, data protection, risk management, and digital transformation.

Job Requirements

Qualifications and Experience

• Bachelor’s Degree in Information Technology, Computer Science, Cybersecurity, or a related field.
• Minimum of three (3) years’ relevant experience in IT management, systems administration, or cybersecurity.
• Proven experience managing secure ICT environments handling sensitive or confidential data.
• Sound knowledge of cybersecurity frameworks, ICT risk management, and data protection legislation.
