Job Description
Legal Drafter (Fixed – Term Contract)
CEO Secretariat
Job Purpose: The Legal Drafter will serve as a Technical Advisor, reporting directly to the CEO, with primary responsibility for legislative drafting and preparing legal and regulatory instruments. The postholder will translate complex regulatory policy into clear, practical and enforceable legal provisions that meet relevant international standards, including those of the FATF, OECD and IOSCO, and are appropriate to the Seychelles context. The Legal Drafter will also strengthen the FSA’s internal capacity by providing technical guidance and training to staff on new and amended legislative and regulatory requirements.
Summary of Duties:
- Legislative and Regulatory Drafting Prepare amendments to the Acts in FSA’s regulatory remit and sector legislation, develop drafting instructions and legislative proposals for emerging sectors such as fintech and digital assets, and prepare Statutory Instruments.
- Regulatory Instrument Guidance Translate policy decisions into Directives, Rules, Codes of Practice, and Guidance Notes.
- International & Commercial Agreements Draft and negotiate MoUs with foreign regulators and review complex commercial and procurement contracts.
- Legal Quality Assurance & Review Conduct legal vetting of policy proposals and identify gaps and inconsistencies in existing legislation.
- Knowledge Management Develop legislative drafting templates and a drafting style guide and maintain a comprehensive database of all the Authority’s legal instruments.

Job Requirements
Minimum Entry Requirements:
- Education Bachelor of Laws (LLB) and admission to the Bar (Seychelles or Commonwealth).
- Specialisation A Certificate or Diploma in Legislative Drafting is essential. An LLM in Financial Regulation or a related field is preferred.
- Experience Minimum 5 years post-qualification experience (PQE), with at least 3 years in legislative drafting.
- Competencies Excellent command of legal English, mastery of legislative architecture, and the ability to draft in “plain language” without loss of legal certainty.
