The Seychelles Conservation and Climate Adaptation Trust (SeyCCAT) invites qualified consultants to design an integrated Monitoring, Evaluation and Learning (MEL) Framework for the OCEAN’S Resolve Programme, part of the Global Fund for Coral Reefs (GFCR). The consultant will lead the development of a practical, GFCR-aligned MEL system by reviewing the programme’s Theory of Change, establishing baselines for Fund and Project Indicators, designing data-collection tools, and proposing knowledge sharing, gender-mainstreaming, and stakeholder-engagement mechanisms.
Key deliverables include an inception report, a comprehensive MEL framework, implementation tools, and recommendations for adaptive learning. This short-term consultancy will work closely with SeyCCAT’s M&E Officer and programme partners to strengthen learning across all components of OCEAN’S Resolve.
The consultancy is expected to amount to 10 days across the period spanning December 2025 to March 2026.
