The National Sports Council is looking for a competent, committed, self-motivated and enthusiastic candidate for the position of Procurement Officer.
As the Procurement Officer, you will coordinate and oversee operational procurement processes, including documentation, supplier coordination, record-keeping, and contract follow-up, to ensure the timely, transparent, and cost-effective procurement of goods, works, and services. Ensure that all procedures comply with Procurement Oversight Unit Guidelines.
Job Description
Main Duties & Responsibilities
- Receive, log and process purchase requisitions from user departments.
- Verify that requisitions are complete, authorized and supported by approved budgets.
- Assist in preparing requests for quotations, tender documents, and bidding documentation using POU-approved templates.
- Issue quotation requests and tender documents to suppliers in accordance with approved procurement methods.
- Manage supplier correspondence, clarifications and addenda under the guidance of the Senior Procurement Officer.
- Assist in organizing tender openings and evaluation meetings.
- Prepare tender opening registers, evaluation matrices and comparative schedules.
- Compile evaluation documentation and draft sections of evaluation reports for review and approval.
- Ensure confidentiality and integrity of bids and procurement information at all stages.
- Assist in preparing contracts, purchase orders and award notifications.
- Maintain procurement files, contract registers and supplier records.
- Follow up on delivery schedules, service completion and invoice submission.
- Coordinate with stores, finance and user departments to confirm receipt of goods and services.
- Maintain and update the supplier database, including registration, performance records and contact details.
- Assist in monitoring supplier performance and reporting any delivery or quality issues to the Senior Procurement Officer.
- Support disposal processes for obsolete, damaged or surplus goods in line with Regulations.
- Ensure all procurement documentation is properly filed and audit-ready.
- Assist in the preparation of monthly and quarterly procurement reports.
- Support internal and external audits by providing procurement records and documentation.
- Observe and promote ethical conduct, transparency and accountability in all procurement activities.

Job Requirements
Minimum Requirements & Other Pre-requisite
- Diploma or Bachelor’s Degree in Procurement, Supply Chain Management, Business Administration, Public Administration or a related field.
- At least two (2) years’ experience in procurement or administrative support, preferably in the public sector.
- Knowledge of public procurement procedures will be an advantage.
