Job Description

JOB PURPOSE

SUMMARY OF RESPONSIBILITIES

The quality assurance officer (QAO) works with the Academic staff and leads the development and implementation of the institution’s academic and administrative quality assurance in accordance with the mandates and statutes and strategic plan, and in compliance with the standards of the Seychelles qualification Authority (SQA) and the tertiary Education commission (TEC). The QAO plays a leading role in the institutional accreditation process.

Responsibilities

  • Lead the development, management and implementation of internal quality assurance process and procedures.
  • Ensure the provision of appropriate guidance, support and training for implementing the academic quality and enhancement system.
  • Contribute to the development, review and validation of study programmes.
  • Play a leading role in the accreditation process.
  • Lead the internal; quality assurance audits of the institution and related activities.
  • Manage the external quality assurance audits and allied activities.
  • Participate in external inspection and audit requirements, external and internal verification activities.
  • Provide advice to the institution on developments in academic quality assurance.
  • Prepare and update systems for implementing academic quality assurance of study programmes.
  • Compile standards on and on-demand reports on the operations of the quality assurance unit.
  • Lead the review of courses and programmes annually in collaboration with the Academic committee
  • Work closely with SQA and TEC to ensure that the institution is continuously in compliance with the required standards
  • Lead the work on recommendations by SQA, TEC and Pcs governing board, learner’s council, management and staff.
  • Make representations on matters of academic quality assurance to the management, PC boards and external organizations.
  • Responsible for subordinate staff
  • Lead the review of procedures and action on complaints relating to assessment matters that have been investigated by the academic committee
  • Monitor the performance of facilitators and other resources persons involved in assigned projects.
  • Serve on the academic committee as required.
  • Keep and manage database on quality assurance matters
  • Keep abreast with relevant quality assurance initiatives, implementations, monitoring and evaluation of quality assurance practices
  • Network with other QA officers to build capacity
  • Participate/collaborate in major educational activities/events organized by the parent ministry
  • Engage in consultancy projects in areas of national needs
  • Perform other relevant duties pertaining to quality assurance and the effective functioning and operations of the PC as may be required.

Job Requirements

Education Requirements

  • At least a bachelor’s degree or equivalent in any field from a recognized university
  • If the person does not have QA qualifications it should be obligatory for the person to embark on a training programe immediately

Experience

  • At least 4 years of experience working in a reputable institution
  • Have experience in assessment standards
  • Have experience in quality matters
  • Be an experienced trainer or researcher
  • Experience in higher education sector and institutional audit and accreditation will be an added advantage

Knowledge

  • Training programmes/curriculum design, development, preparation
  • Procedures and delivery
  • Adult learning principles, a range of training method, techniques formats
  • A good understanding of governance and decisions making processes, supervisory methods
  • Ability to determine training objectives

Skills

  • Good verbal and written communication skills and ability to professionally represent management
  • Highly organized, fast and efficient ability to multi task, organize and lead others and delegate work
  • Ability to use MS office applications (word, power point, excel) email/internet
  • Ability to facilitate and lead training and development initiatives/ interventions
  • Ability to construct evaluation tools, analyze data etc Personal attributes
  • Self-motivated, innovative, flexible, self-directed prepared to make and implement decisions/judgements and accept responsibilities for their actions
  • Be a team player with strong interpersonal skills
  • Ability to develop and maintain good working relationships at all levels of the institutions
  • Confident and able to work on own initiatives with limited supervision
  • Ability to exercise discretion in dealing with confidential or sensitive matters and be able to deliver difficult messages with diplomacy and tact
  • Ability tom work effectively with a wide range of public and private organization
  • Ability to cope with demanding workload and meet critical deadlines while maintaining high standards of performance
