The Office of the Ombudsman invites applications from suitably qualified and experienced candidates for the above position.
Job Description
The Senior Human Resources and Budget Management Officer will provide strategic and operational leadership in human resources and budget management and ensure compliance with applicable laws and the Public Service Orders (PSO), while also supporting the Office of the Ombudsman in its day-to-day administrative management. The postholder will oversee HR functions, including recruitment, employee relations, training, performance management and budget management, while maintaining responsibility for administrative and office support services.
Key Responsibilities
- Develop, implement and monitor HR policies and procedures in line with the PSO and applicable laws.
- Coordinate recruitment, selection, onboarding, staff development and training processes.
- Manage performance management, probation, appraisals, employee relations and related HR matters.
- Advise the Ombudsman on workforce planning, succession planning and HR matters.
- Prepare HR reports, statistics, submissions and related correspondence as required.
- Prepare the Office budget and monitor expenditure related to HR and administrative functions.
- Oversee the day-to-day administration of the Office, including facilities management, procurement, office supplies, asset management, records management, filing systems and administrative support services.
- Coordinate logistics for meetings, workshops and official events, and supervise administration and HR support staff to ensure efficiency, accountability and timely office communication.
Job Requirements
Qualifications and Experience
- Diploma in a relevant Human Resources Management field plus four years as Human Resources and Budget Management Officer or nine years’ relevant experience; or
- Degree in a relevant Human Resources Management field plus three years as Human Resources and Budget Management Officer or six years’ relevant work experience; or
- Master’s Degree in a relevant Human Resources Management field plus two years as Human Resources and Budget Management Officer or five years’ relevant work experience.
