The Seychelles Human Rights Commission (SHRC) is pleased to invite candidate to apply for the above-mentioned full time position.
Job Description
Responsible to: Chief Executive Officer
Duties and Responsibilities                                                   Â
- Responsible for the management and operations of the Complaints, Investigation and Legal Services Unit.
- Establish, review and monitor internal processes and procedures relating to complaints and investigation.
- Establish merit of human rights issues and cases brought to the attention of the SHRC
- Provide legal advice/endorsement on cases referred to the SHRC and assist complainants to secure redress as and when required.
- Draft legal opinions, memoranda and other briefing documents as required.
- Oversee and finalise dossiers for mediation, conciliation or negotiation emanating from or constituting a violation
- Draw up formalities regarding settlement of disputes and monitor the implementation of the legal clauses
- Arrange to provide financial assistance to enable proceedings to be initiated in a competent court or direct complaint to appropriate forum
- Undertake legal and regulatory analyses of laws at the national level to ensure compliance with Seychelles’ Human Rights International obligations.
- Prepare status report on Bills referred to SHRC
- Ensures legal accuracy in drafting of different documents, including education programmes, reports, submissions, press releases etc. prepared by the team and its secretariat;
- Monitor and follow up on the implementation of human rights legal requirements by relevant MDAs (Ministries, Departments & Agencies) and other institutions.
- Prepare contracts, service agreements, and instruments to which the SHRC is a party
- Provide legal assistance against any litigation arising from the daily affairs of the SHRC or during contract administration
- Assist and provide advice on cases brought before the Tribunals/Courts against the SHRC.
- Initiate proceedings in a competent court including proceedings relating to the constitutionality of a law or the provisions of a law.
- Follow up on legal proceedings for human rights cases.
- Interact on behalf of the SHRC with relevant Government authorities as and when required with regard to any legal matters of the SHRC.
- Promote co-operation in handling complaints or overlapping jurisdictions
- Promotes HRBA in the development and implementation of Government legislation policies and programmes.
- Provide recommendations for staff development for the effective execution of their functions.
- Attend and represent the SHRC at national and international events as appropriate.
- Handle all legal matters of the SHRC.

Job Requirements
Minimum Education Requirements:
LLB and a Master’s degree or equivalent degree in law, international relations, or related field and a minimum of five years of relevant work experience in the legal field particularly in human rights and international humanitarian law.
