Job Description
Job Summary:
We are seeking Senior Monitoring & Evaluation Officer (SMEO) who will be responsible for overseeing data collection, undertaking research, analyzing compiling and producing reports and making presentations, to ASP Management and the Board of Directors. Candidate must have a strong proficiency with statistical skills in data reception and analysis.
Scope of the Position:
The Senior Monitoring & Evaluation Officer (SMEO) is responsible for the design of a Monitoring and Evaluation Strategy ensuring it is implemented efficiently and effectively with regards to social security benefits, social assistance programmes and schemes, cash transfers, and institutional and service delivery; for evidence based governance, strategic planning, Information Education & Communication (IEC) work and capacity building and to provide relevant information to management, the Board and Government.
Responsibility:
- Update, extract, manipulate and analyze data
- Represent data in the form of statistical reports
- Compile quarterly and monthly statistical reports for various departments within the Agency and the Agency as a whole
- Provide statistical data within the Agency and outside bodies (eg. Ministries, NGOs…) as and when requested
- Coordinate and oversee the implementation of small-scale projects
- Ensure that research is conducted within a set time frame to meet policy requirements
- Represent the Agency in any workshops, meetings related to Research and Statistics
- Any other duties as and when required by the Agency
Benefits
Salary: SB5 + Scheme of Service Allowances
Job Requirements
Minimum Qualifications & Experience
- Diploma/Degree in Social sciences or related discipline (Monitoring & Evaluation desirable) or equivalent standard of education.
- Must have a good analytical and interpersonal skills.
- Ability to conduct field work and work independently
- Knowledge of Monitoring & Evaluation Methods and approaches (including qualitative, quantitative and participatory)
- Ability to design systems and tools to undertake data analysis and prepare reports and disseminate findings to the stakeholders.
- Able to train other employees of the agency to assist in research and interpretation of data.
- Leadership qualities and team management.
- Ability to lead both strategic work and hands on-field research work.
- Fluency in English with exceptional written and verbal communication skills.
- IT Skills, including relevant M&E Packages
- Must preferably have a driving license.
