Post Title: Senior Monitoring & Evaluation Officer (SMEO)

Job Description

Job Summary

Under the overall guidance of the Director General, the SMEO will be responsible for the monitoring and ensuring high quality and timely inputs, and for ensuring that the Division’s policies, legislations, plans, and programmes maintain its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner.

Functional

  • Undertake monitoring and evaluation of policy and legislative implementation of the Department
  • Coordinate the development of monitoring and evaluation plans, programmes and projects to ensure that the Ministry’s concern are addressed and in accordance with the National Development Plan and Ministry’s Strategic Plan
  • Manage the compilation and submission of periodic reports and providing information on the Ministry’s performance
  • Coordinate the preparation of quarterly reports, annual reports and any other reports for the Ministry and international partners
  • Coordinate the development of Department evaluation tools, data collection tools and undertaking of analysis of data derived from such tools to assess performance
  • Participate in evaluation process to review department plans
  • Conduct field visit in partnership with relevant Department Heads to assess progress and prepare reports on performance
  • Participate in relevant meetings as and when necessary

Job Requirements

Required Knowledge And Skills

  • Knowledge of M&E methods and approaches (including qualitative, quantitative and participatory).
  • Ability to plan, organise and coordinate M&E work across the sectors.
  • Ability to compile and analyse data and prepare M&E reports.
  • Ability to conduct training to employees in M&E practices, including data collection, analysis, interpretation and reporting.
  • Ability to lead, manage and motivate a team in monitoring and evaluation activities.
  • Ability to work independently and within a dynamic team of professionals that requires adaptability and the ability to respond quickly to changing priorities.
  • Ability to carry out both strategic work and hands-on field research work.
  • Fluency in English with exceptional written and verbal communication skills.
  • IT skills and competent in the use of MS Office such as Word, Excel and PowerPoint.

Essential Qualifications/Experience

  • Bachelor’s Degree level in social science, economics, statistics/Mathematics, or related discipline (M&E desirable), with at least 3 years of experience working in a post of this equivalence and responsibility, or
  • Advanced Diploma in social science, economics, statistics/Mathematics, or related discipline (M&E desirable), with at least 6 years of experience working in a post of this equivalence and responsibility.
