Job Description

Duties and Responsibilities

Objective:

This position is to provide strategic leadership and technical oversight of the Commission’s monitoring and inspection functions to ensure the effective assessment of compliance with human rights standards, identify systemic human rights concerns and promote the implementation of recommendations aimed at strengthening the protection of human rights in Seychelles. The Senior Monitoring Officer shall support the Commission in exercising its statutory functions under sections 14(1)(a)(i), 14(1)(b)(vi) and 17 of the Seychelles Human Rights Commission Act, 2018.

Duties and Responsibilities:

  • Monitor and assess compliance with the Constitution, national legislation and applicable international and regional human rights Treaties and Conventions
  • Conduct monitoring visits and inspections of public and private institutions, facilities, services and practices that have an impact on the enjoyment and protection of human rights, including but not limited to places of detention, psychiatric institutions, migrant and tourism worker accommodation, residential care facilities, children’s institutions and other relevant settings, to assess compliance with national, regional and international human rights standards.
  • Plan, organise and conduct announced and unannounced monitoring and inspection visits and meetings
  • Develop annual and periodic monitoring and inspection plans in line with the Commission’s Strategic Plan and priorities.
  • Collect, analyse and document information through interviews, observations, document reviews and other appropriate monitoring methodologies.
  • Prepare evidence-based findings and recommendations to address identified human rights concerns.
  • Monitor the implementation of recommendations issued by the Commission.
  • Monitor the implementation of recommendations issued by the regional and international treaty bodies and committees
  • Prepare comprehensive monitoring and inspection reports
  • Conduct research and analysis on human rights issues identified through monitoring activities.
  • Contribute to the preparation of the Commission’s Annual Report, thematic reports and submissions to regional and international human rights mechanisms.
  • Provide technical input into legislative reviews, policy development and institutional reform initiatives relevant to the Commission’s mandate.
  • Analyse monitoring data to identify trends, patterns and systemic human rights issues.
  • Support awareness-raising initiatives relating to the Commission’s monitoring mandate.
  • Develop and review monitoring tools, guidelines, standard operating procedures and inspection methodologies.
  • Engage with institutions and key stakeholders to facilitate cooperation in monitoring activities.

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s Degree in Social Sciences, International Relations, Public Administration or related discipline
  • Master’s Degree in Public Administration/Public Policy, International Relations, Human Rights or International law or related field
  • Minimum of five years’ of experience in human rights, monitoring, inspections, investigations or a related field.
  • Experience conducting institutional inspections or monitoring visits.
  • Experience preparing analytical reports.
