Job Description

Job Summary:

The post holder is to ensure maximum availability of computer system throughout the Agency and manage, and administer the compute and technology requirements, providing the computer support and training to all staff.

Scope of the Position:

Responsible for the provision of IT infrastructure service including desktop applications and systems to the Agency, including training and IT security.

Duties & Responsibilities:

Manage the IT function on a day-to-day operational basis:

  • Manage Information Technology and Computer Systems
    • Plan, organize, direct, control and evaluate the operations of information systems and electronic data processing.
    • Develop and implement policies and procedures for electronic data processing and computer systems operations and development.
    • Meet with the Management Team to discuss system requirements, specifications, and timelines.
    • Hire and manage information systems contractors to design, develop, and implement the Agency’s IT requirements.
    • Operate and administer computer software, networks and information systems.
    • Assist with the administration and maintenance of the Computerized Social Welfare System.
    • Control various programs of information service, analyses systems and processes, and advises the Management Team on best practice and on future planning and development of resources.
    • Help with the design, development and maintenance of the Agency’s website.
  • Manage Information
    • Manage and analyze information relating to beneficiaries and claimants.
    • Participates in cross-functional team meeting
    • Assists management in solving customer issues especially those related to data management and IT systems.
    • Ensure the staff receives the assistance needed to input data, read and interpret data and draw up the necessary reports.
  • Ensure Technology is accessible and Training made available
    • Make available network access to all staff and provide orientation to new users of existing technology.
    • Provide network accounts and passwords.
    • Train staff about potential uses of existing technology.
    • Provide individual training and support on request.
    • Provide recommendations about accessing information and type and extent.
  • Monitor and Maintain Technology
    • Install and maintain hardware, software, workstations and network operating systems.
    • Keep the network running.
    • Install workstations.
    • Connect and load all required software.
    • Develop and maintain a disaster recovery plan.
    • Develop and control the IT security policy; advise staff of security breach and/or change in password or security status and see to the installation of lock-out programs.
    • Make recommendations about purchase of technology resources.
    • Identify and prepare hardware for disposal when appropriate and ensure hardware is stripped and secured before disposal.
  • Administrative Duties
    • Manage the Management Information Systems Unit; including staff appraisals and career development.
    • Research current and potential resources and services.
    • Maintains knowledge on current technology by reading technology periodicals, evaluating new technologies and attending technical seminars and training sessions.
    • Maintain an inventory of technology hardware, software and other IT resources.
    • Maintain log and list of required repairs and maintenance.
    • Responsible for IT hardware and software purchase and maintenance procurement.
    • Control the computer systems budgets and expenditures.
    • Provide the CEO with a quarterly written report on all aspects of the Management Information Systems Unit and programme and activity status.

Minimum Qualifications & Experience

Qualification:

  • Degree/Diploma or relevant experience

Skills:

  • As a manager: Management, supervisory skills and team building skills, analytical and problem-solving skills, decision making skills, effective verbal, presentation, listening & communications skills, effective written communications skills, and time management & stress management skills.
  • As Head of IT: at a highly proficient level, have the ability to install and administer computer hardware, software and networks, operate computerized accounting, spreadsheet, word-processing, graphics develop systems for the Agency’s Programmes and activities, intranet, and website development programs.
