WELFARE OFFICER

Job Description

Summary of Duties

Provide professional welfare and case management support to victims and presumed victims of trafficking in persons. The officer will assess individual needs, coordinate access to appropriate support services and monitor victims’ recovery and reintegration.

Key Responsibilities

  • Provide welfare, guidance and ongoing support to victims and presumed victims of trafficking in
    persons.
  • Conduct assessments and assist with individual care, protection and reintegration plans.
  • Manage and follow up on cases, ensuring continuity of care and appropriate referrals.
  • Facilitate access to medical, psychosocial, legal, shelter and other support services.
  • Liaise with relevant government agencies, NGOs, healthcare providers and other stakeholders.
  • Participate in case conferences and inter-agency coordination meetings.
  • Maintain accurate, confidential case files and prepare welfare reports and case updates.
  • Support the monitoring of shelter arrangements and reintegration programmes.
  • Identify risks and challenges and escalate complex cases where necessary.
  • Support awareness, prevention and training activities relating to trafficking in persons and victim protection.
  • Contribute to the improvement of welfare services, procedures and victim support tools.

SPECIAL REQUIREMENTS OF JOB

  • Demonstrate empathy, professionalism and respect when working with vulnerable individuals.
  • Maintain a high level of confidentiality and discretion.
  • Be able to manage sensitive and complex cases effectively.
  • Work well within a multidisciplinary and inter-agency environment.
  • Demonstrate a commitment to safeguarding, victim-centred support and human rights.

MINIMUM QUALIFICATION AND EXPERIENCE

  • A Degree in Social Work, Law, Office Management or a related field.
  • Minimum of five years’ relevant experience in social services, victim support, case management or a related field. Experience in trafficking in persons will be an advantage.
  • Knowledge of human trafficking, victim protection and human rights principles.
  • Strong interpersonal, communication, counselling and organisational skills.
  • Proficiency in Microsoft Office and case management systems.
