Job Description
Executive Director
CEO Secretariat
Job Purpose:
To serve as a strategic partner to the CEO, ensuring the effective management of the CEO’s Office and the Secretariat. This role acts as a force multiplier, streamlining high-level decision-making and ensuring that the Authority’s strategic priorities are executed across all divisions.
Summary of Duties:
- Structure the agenda for Executive Committee (EXCO) meetings, ensuring all papers and briefings are vetted and aligned with the FSA’s mandate.
- Act as the “Operational Integrator,” ensuring that resolutions passed by leadership are executed by relevant teams and escalating delays when necessary.
- Oversee the preparation of Board materials, ministerial briefings, and Cabinet memos, ensuring they meet the highest professional and regulatory standards.
- Oversee preparation for leadership meetings and presentations with external stakeholders.
- Drafting of speeches, memos and announcements required for the CEO’s Office.
- Manage the flow of information to and from the CEO, ensuring consistent messaging across the Authority and to external stakeholders. (Communication Bridge)
- Act as the interface between the CEO and the Ministry of Finance, Local authorities, international bodies (e.g., OECD, FATF, ESAAMLG), and regulated entities. (primary liaison)
- Act as the proxy for the CEO, representing the CEO in meetings, off-site events, and internal initiatives where the CEO’s presence is not feasible.
- Serve as a communication bridge between senior leaders, section heads and stakeholders.
- Managing expectations and ensuring stakeholders receive timely responses.
- Filtering of information, assessing and prioritising requests for the CEO’s attention, ensuring the CEO is focused only on the most critical internal and external engagements.
- Optimisation of processes by developing structures and workflows within the CEO’s office to enhance organisational effectiveness and reduce operational delays.
- Manage the executive office (secretariat) staff and oversee internal communications to ensure transparency while shielding the CEO from “unnecessary noise.”

Job Requirements
Minimum Entry Requirements:
- Bachelor’s degree in Business, Finance, Law, or a related field.
- MBA or similar graduate degree is highly preferred (optional).
- Proven experience in a senior leadership role, preferably as Chief of Staff or in a high-level management advisory capacity.
- Demonstrated experience in stakeholder engagement, public relations, and navigating complex political or regulatory landscapes.
