The position below exists in the Policy Planning & Development Control Section within the Department of Land Transport, (Ministry of Transport, Ports and Civil Aviation)
Division/Section: Department of Land Transport
Title: Assistant Development Control Officer
Responsible to: Development Control Officer (Senior) / Principal Engineer
Working Hours: Normal: 8am to 4pm and standby for emergencies after working hours and on Saturdays and Sundays. May be requested to work on weekends/odd hours.

Work Environment
Work is performed primarily outdoors conducting inspections control of development. Field inspection work can expose the employee to safety hazards such as falling objects, heavy equipment, power tools, inspecting roofs, unfinished framing, exposed to electrical wiring, ditches, traffic and restricted access building sites.
Essential functions
- To be responsible to and assist the Development Control Unit in the Operational aspects and delivery of the Development Control function.
- The main duties will require the post holder to assist in the effective delivery of the following activities:
- All matters concerning development control as contained in the Development Control Guideline and Physical Planning Act allied legislation and other relevant Acts and guidance
- The undertaking of site visits to assess planning proposals, land requests and investigate complaints
- The evaluation of planning and related applications which have been delegated to the Head of Development Control for decision and the formulation of recommendations thereon
- Provides continuous evaluation of construction progress to observe safety procedures and sound construction practices of road
- Prepares monthly reports for Head of Development Control Unit and attending to Committee meeting as and when required
- Provides field and office assistance to the general public with respect to building road code issues; interprets building road codes in the field and authorises alternative methods of construction in compliance with the codes
- Organises, prepares and maintains accurate reports and records of inspection activities, writes letters regarding compliance on specific road issues, and completes other written reports and records as needed
- Assists the Senior Development Control Officer in carrying out the function of the Development Control Unit
- Assesses and recommends projects that will help with the current situation of the country
- Any other cognate duties as may be assigned by the supervisor.

Job Requirements
Academic qualifications
- Construction Technician Diploma or equivalent plus at least one year experience
Knowledge, Skills and Abilities
- Thorough knowledge of the Town and Country Planning, Road Transport Act or any other relevant Act, guidelines and development policies
- Ability to read and interpret architectural drawings, site plans, topography and structural drawings with actual construction
- Ability to interpret codes and resolve field problems offering acceptable alternative solutions
- Should be able to make complex recommendations in a logical and professional manner.
- Possession of a Driving license (No. 2) is a requirement.
