Job Description
The Chief Executive Officer (CEO) will provide strategic and operational leadership for the Mental Health Care Agency in accordance with the Mental Health Care Agency Act, 2025. Reporting to the Secretary of State and the Board, the CEO will oversee the Agency’s national coordinating and regulatory mandate for mental health and psychosocial services.
Key Responsibilities:
- Provide strategic and operational leadership of the Agency as the national coordinating and regulatory authority for mental health services
- Implement Board decisions and oversee execution of the Agency’s mandate
- Lead national standards-setting, licensing, inspection, and quality assurance systems
- Strengthen coordination, referral pathways, and integrated service delivery across sectors
- Oversee financial management, governance, risk, and performance systems
- Direct and supervise senior leadership and staff
- Lead stakeholder engagement and represent the Agency at national and international levels
- Advise on policy, systemic risks, and emerging mental health trends
- Ensure compliance with the Mental Health Care Agency Act, 2025 and Government regulations

Salary Band: (SB 2 – SB 4 plus allowances)

Minimum Qualifications & Experience:
- Master’s Degree in Mental Health, Public Health, Health Services Management, Public Administration, Social Policy, or related field
- Minimum three (3) years’ senior leadership experience, preferably within mental health, health/social services, or a public sector regulatory environment
- Demonstrated experience in strategic management, regulatory leadership, and multi-sector coordination
