Working Hours: Normal: 8am to 4pm + after working hours and weekends (whenever required)
Job Description
Overall Responsibilities
The Chief Policy Analyst shall be responsible to the Minister of the Transport Ministry and shall assist the Department of Land Transport and the Department of Civil Aviation. Ports & Marine to formulate and review Strategic Plans and policies relating to Transportation, which include Air, Maritime and Land Transport and attends to all International responsibilities and Organisations needs.
Summary of Duties and Responsibilities
- Manage the Division responsible for Policy and Strategy
- Coordinate the development and prioritization of work of activities for the Division
- Ensure the implementation of the Division’s work plans, programmes and projects
- Coordinate the formulation of the Strategic Plan of the Department
- Design and conceptualize national studies, surveys and programmes in the transport sector
- Coordinate research and analysis on transport issues (land, air and maritime transportation)
- Coordinate the implementation, monitoring and evaluation of national plans and programmes
- Review and carry out strategic policy planning and development in relation to national transport policies
- Propose recommendations to Government to update and adjust national and sectoral policies, strategies and programme, as may be necessary
- Ensure the development and collection of statistical information on land transportation
- Co-ordinate efforts to examine transport trends and their implications for the country’s future development
- Co-ordinate the monitoring and evaluation of policies, plans and programmes
- Participate in meetings of the Management Committee of the Ministry
- Preparing relevant paper for the Principal Secretary and Minister of the Ministry
- Speech and report writing and editorial duties linked to the Ministry
- Represent the Department on various national committees or Boards
- Liaise with relevant national development partners to ensure the development of an integrated approach to make development more equitable and accountable
- Establish close working relationship with international partners
- Identify the needs of the Division to ensure its smooth overall functioning.
- Prepare and Manage the Budget of the Division
Benefits
Salary Band: B6 – B8
Job Requirements
Minimum Entry Requirements:
- Master’s Degree in Social Science, Economics, Resource Management, Law or related field, plus three years as a Principal Policy Analyst/Principal Planning Officer or five years relevant work experience or two years post qualifying work experience
- Degree in Transport/Planning/Economics or related field plus 5 – 7 years relevant working experience.
