Post Title: Deputy Chief Executive Officer (DCEO)
Job Description
Job Summary
The Deputy Chief Executive Officer (DCEO) is the second-highest executive of the Seychelles Parks and Gardens Authority (SPGA). Reporting directly to the CEO, the DCEO provides critical support in driving the Authority’s statutory mandate under the SPGA Act, 2022. The role encompasses leadership over corporate services, administrative functions, and commercial undertakings, ensuring operational excellence, financial sustainability, and accountability. The DCEO acts as Officer-in-Charge during the CEO’s absence and represents the Authority at national, regional, and international levels when delegated.
DUTIES AND RESPONSIBILITIES:
- Assist the CEO in developing and executing long-term strategies aligned with the Authority’s Vision, Mission, and Objectives.
- Oversee the Corporate Services Unit to ensure effective support for the Authority’s development priorities.
- Exercise direct oversight of SPGA’s projects, infrastructure development, and capital investments.
- Assist the CEO in financial oversight: budget planning, revenue generation, cost control, and risk management.
- Support the Business Development Unit in identifying, securing, and executing innovative business opportunities in eco-tourism, protected areas, and gardens management.
- Ensure that SPGA complies with all relevant legislation, regulations, and governance frameworks.
- Uphold transparency, ethical leadership, and accountability in line with Public Enterprise Monitoring Commission standards.
- Establish and monitor robust internal control systems, including risk assessment and mitigation.
- Promote a culture of performance management, continuous learning, and staff development.
- Represent SPGA in local, regional, and international forums to strengthen partnerships and promote Seychelles’ conservation and ecosystem services agenda.
- Advocate for Seychelles’ conservation interests and secure recognition and support from International partners.
- Build and maintain positive relationships with communities, Government Ministries, and other stakeholders.
- Act as the delegated authority and Officer-in-Charge during the CEO’s absence.
Job Requirements
EDUCATION:
- Master’s degree in Conservation, Environmental Science, Natural Resource Management, Public Administration, Business Administration, Accounting and Finance, or a related field with at least 3 years’ experience will also be considered.
- Bachelor’s degree in Conservation, Environmental Science, Natural Resource Management, Public Administration, Business Administration, Accounting and Finance, or a related field with at least 8 years’ experience will also be considered.
PROFESSIONAL EXPERIENCE:
- Minimum 2 years’ senior management experience in Conservation, Environmental Management, Or Related Field.
- At least 2 years’ experience in Project Management and Strategic Planning.
- At least 2 years’ experience in Financial Management, Budget Planning, and Risk Assessment.
- Demonstrated record of accomplishment in Stakeholder Engagement and International Representation.
