Job Title: Deputy Manager Overseas Treatment
Division: PS Secretariat

Job Description
Job purpose:
To support the Manager – Overseas Treatment in the planning, coordination, and administration of all overseas medical treatment referrals, ensuring compliance with national policies, effective case management, and delivery of quality services to patients and stakeholders.
Key responsibilities
- Assist in managing and supervising the daily operations of the Overseas Treatment Unit.
- Ensure timely and accurate processing of medical referrals for overseas treatment in collaboration with medical boards and relevant stakeholders.
- Coordinate with embassies, foreign hospitals, government institutions, and medical travel agencies to facilitate treatment arrangements.
- Monitor and follow up on patient care abroad and provide support to patients and accompanying persons.
- Maintain updated and confidential patient records, travel documents, and treatment reports.
- Participate in policy development, revision of guidelines, and implementation of procedures related to overseas treatment.
- Prepare and analyze reports on patient trends, costs, and service outcomes for management review.
- Act as Officer-in-Charge in the absence of the Manager – Overseas Treatment.
- Handle inquiries and complaints in a professional and confidential manner.
- Liaise with the finance and procurement departments for budgeting, invoicing, and payment processing related to overseas treatment.
- Contribute to awareness and education programs on eligibility and procedures for overseas treatment.
Job Requirements
Required Qualifications
- Diploma or Bachelor’s Degree in Public Health, Health Services Management, Nursing, Social Work, or a related field.
- A Postgraduate qualification in health management or related field will be an advantage.
Experience
- Minimum of five (5) years’ relevant experience in health services or patient care coordination, including at least two (2) years in a supervisory or managerial role.
- Experience working with external stakeholders including international institutions or embassies is desirable.
Competencies and Skills
- Strong leadership and organizational abilities.
- Excellent interpersonal and communication skills.
- Sound decision-making and problem-solving skills.
- Ability to manage confidential and sensitive information.
- Proficient in Microsoft Office Suite and health information systems.
- Ability to work under pressure and handle multiple priorities.
- Knowledge of national policies on overseas treatment and referral systems.
Working Conditions
- May be required to work beyond normal hours in case of emergencies or urgent treatment cases.
