Job Description
Summary of Duties
The Director provides strategic leadership and oversight for the national coordination of efforts to prevent and combat human trafficking. The role leads the development, implementation, monitoring and evaluation of national strategies and action plans, ensuring the protection of victims and strengthening prosecution efforts in line with national laws and international obligations. The Director also serves as the principal advisor to the Minister on Trafficking in Persons and facilitates coordination among government agencies, civil society and international partners.
Key Responsibilities
- Lead the development and implementation of the National Anti-Trafficking Strategy and Action Plan.
- Advise the Minister and senior leadership on policy, legislative reforms and emerging trafficking trends.
- Coordinate inter-agency collaboration among law enforcement, immigration, labour, social services and other relevant stakeholders.
- Oversee victim protection mechanisms, referral systems and designated shelters.
- Lead national prevention and public awareness initiatives.
- Develop and maintain national data collection and reporting systems on trafficking in persons.
- Represent the Ministry in regional and international forums and engage with development partners.
- Manage the operations, staff and work programme of the TIP Secretariat.

Job Requirements
MINIMUM QUALIFICATION AND EXPERIENCE
- Master’s degree in Law, Criminology, Public Administration, International Relations, Social Policy, Human Rights, or related field.
- Advanced training in anti-trafficking, migration policy, or criminal justice is an asset.
- Minimum of 10 years of progressively responsible experience in public administration, law enforcement, criminal justice, human rights, or related fields.
- At least 5 years in a senior management or leadership role.
- Demonstrated experience in multi-agency coordination and policy development.
- Experience working with international organizations and development partners is highly desirable.
