Job Description
Position Summary:
The Director of Contract Management will lead, develop, and implement the contract management function for the Health Care Agency, ensuring that all contracts for outsourced services are effectively managed, negotiated, monitored, and aligned with the agency’s strategic and operational goals. The role aims to improve service delivery, ensure legal and policy compliance, and achieve better value for money across all agency contracts.
The Director will work in close coordination with the Legal and HCA Procurement Units, maintaining strong collaboration with the Procurement Oversight Unit within the Ministry of Finance to ensure compliance with national procurement regulations and governance standards.
Key Responsibilities:
- Contract Strategy & Planning
- Develop and implement HCA’s contract management framework, policies and strategy.
- Establish a centralized agency-wide contract register/database and ensure its regular updating.
- Work closely with the HCA Procurement Unit to align contract strategies with procurement planning and budgeting processes.
- Contract Administration
- Oversee the drafting, review, and negotiation of contracts with suppliers and service providers.
- Ensure that all contracts comply with HCA’s internal controls and the national procurement framework.
- Develop and Standardise contract templates, SOPs, Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) in collaboration with the Procurement Unit.
- Performance Monitoring & Risk Management
- Monitor contractor and vendor performance against agreed deliverables and KPIs.
- Identify and manage contract-related risks, disputes, and non-compliance issues.
- Coordinate periodic contract reviews and participate in audits with internal and external oversight bodies.
- Stakeholder Engagement
- Serve as the primary point of contact for contract-related matters across the agency.
- Maintain close collaboration with the HCA Procurement Unit and liaise regularly with the Procurement Oversight Unit at the Ministry of Finance to ensure alignment with procurement regulations, reporting requirements, and audit readiness.
- Provide guidance and training to operational units and administrative units on contract management best practices.
- Reporting & Continuous Improvement
- Produce regular contract performance, compliance, and risk reports for the Executive Team.
- Identify process inefficiencies and propose improvements in contract governance and monitoring systems.
- Contribute to the digitalization of contract management processes in consultation with internal stakeholders and oversight bodies.

Job Requirements
Qualifications and Experience:
- Bachelor’s Degree in Business Administration, Law, Procurement, or related field (Master’s degree is an advantage).
- Professional certification in contract or procurement management (e.g., CIPS) is desirable.
- Minimum of 7 years of experience in contract management, procurement, or legal administration or related fields, with at least 3+ years in a leadership role.
- Proven experience in managing high-value, complex contracts in the public or health sector.
- Strong understanding of public procurement legislation, contract law, and national regulatory frameworks.
