Job Description

Job Summary

Develop, lead and manage the Authority’s Development Control and Engineering services in a manner consistent with the Authority’s aim, policies and standards falling within the scope of the Department, enhance the delivery of Development Control and Engineering services within the Authority, contribute through the Authority’s Management team to the overall management of the Division and achievement of its aims, objectives and statutory obligations and targets.

Duties & Responsibilities

  • Provide overall management of the development control and policies to guide the progressive use and development of land to ensure sound and safe construction and to protect the natural and cultural landscape of the islands
  • In accordance with the Authority’s legislation and procedures, assist in the determination of applications for planning permissions and other forms of consent under the physical development legislation(s)
  • Deliver advice to both internal and external organisations and developers on the development of land in a proactive manner consistent with principles of development management
  • Manage and coordinate the preparation of agendas for and attend meetings of the Development Control as the Section’s main representative and also attend such other committees, subcommittees and working groups as necessary, as the Section professional representative on development control matters and if necessary deputising for the Head of Planning in his absence at other such meetings where appropriate
  • Manage the analysis and appraisal of planning and other development applications and responses to correspondence by officers within the group in the light of all formal development plans, policies and public comments and interpret such material and formulate reports and recommendations which enable the Authority to discharge its statutory obligations as the Authority in a positive manner that brings benefit to both the applicants and the community
  • Manage the preparation of formal written statements representing the Authority in event of appeals against Development Control decisions and give professional planning advice and the Authority’s principal witness at public inquiries and hearings
  • Initiate appropriate enforcement action and issue instructions to the Enforcement Officer(s) relating to the undertaking of work which has been authorised by the Authority to ensure that the Authority planning and development policies are implemented effectively
  • Manage, develop, motivate, train and inform staff so as to ensure that the Authority’s aim and performance standards are met through a cohesive, customer focused and professional approach including reviewing resources and operational systems and setting levels of performance aimed at continuous improvement and the context of beast value, maximising efficiency and cost effectiveness
  • Create and maintain a work environment that promotes commitment to tasks, motivation and productivity
  • Manage technical works and staff of the Development Control and Engineering Sections
  • Ensure that appropriate databases are constantly maintained support planning function, particularly using GIS and making this info available to appropriate persons
  • Actively participate in preparation of Authority’s budget and prudently manages resources to ensure operation within established guidelines
  • Develop and maintain broad range of external relationships to allow the Authority to communicate effectively with all its stakeholders
  • Advice the CEO, senior management staff and other staff on planning matters and provide support required under the Physical Planning Act 2021
  • Any other relevant duties.

Job Requirements

Minimum Qualifications

  1. Master’s Degree in Engineering or Urban Planning or related field plus two years’ work experience as Principal Engineer; OR
  2. Bachelor’s Degree in Engineer or Urban Planner or related field plus three years’ work experience as Principal Engineer
