Legal Consultant – Review of Bills and Policies, Preparation of submissions, filing of legal documents and follow up on court cases

Timeframe: 6 months, from September 2026 to February 2027

The Commission requires the services of a Legal Consultant to provide specialised legal assistance in relation to litigation, legal advisory matters and legislative review initiatives. The appointment will be for a period of six (6) months, subject to renewal based on performance and the operational needs of the Commission.

The engagement of the Legal Consultant is necessary to support the Commission in the discharge of its statutory mandate under the Seychelles Human Rights Commission Act, 2018. In particular, the Consultant will assist the Commission in carrying out its functions under section 14(1)(b)(v) to review Government policies relating to human rights and make recommendations; sections 14(2) and 14(3) concerning the review of existing and proposed legislation and the provision of recommendations on legislative reform and compatibility with the Constitution and international human rights standards; and section 14(4)(b), which empowers the Commission to initiate proceedings before competent courts or tribunals in its own name or on behalf of individuals or groups, including proceedings relating to the constitutionality of legislation.

The Consultant will work closely with the Commission’s Legal Unit and the Legislation Review Committee to provide legal analysis, initiate and support court-related litigation, advise on legislative reform proposals, and strengthen the Commission’s capacity to effectively fulfil its mandate.

The objective of the appointment is to provide targeted legal expertise in the following areas:

  • Supporting ongoing and anticipated court proceedings, including legal research, analysis and litigation strategy
  • Providing legal advice on matters arising within the Commission’s mandate
  • Assisting with the review and development of legislation, policies, and legal frameworks relevant to human rights protection
  • Supporting institutional compliance with applicable legal requirements

Scope of Work Includes:

  • Provide legal advice on ongoing and anticipated court cases involving the Commission
  • Assist in the preparation of legal arguments, pleadings, affidavits, submissions and other court documents
  • Conduct legal research and analysis of case law, statutes and international legal standards;
  • Support the Legal Office in developing litigation strategies
  • Attend court hearings and related proceedings where required
  • Provide post-case legal analysis and recommendations
  • Provide written and oral legal opinions on issues referred by the Commission
  • Advise on compliance with national legislation and applicable international legal instruments
  • Identify legal risks and propose mitigation strategies
  • Support decision-making processes within the Commission on legal matters

Qualifications and Experience

  • Bachelor’s degree in Law (LLB)
  • Admission as an Attorney-at-Law in Seychelles with five years’ of experience
  • Strong experience in legal drafting, court advocacy
  • Knowledge of human rights law, public law and international legal frameworks is highly desirable
  • Experience working with public institutions or commissions is an advantage.
