SEYCHELLES PARKS AND GARDENS AUTHORITY

INVITATION FOR EXPRESSION OF INTEREST

1. Background

The Seychelles Parks and Gardens Authority (SPGA), is implementing a project aimed at strengthening enforcement capacity in environmental protection, maritime safety and regulatory compliance. A component of the project, is to seek a qualified Service Provider to design and deliver targeted enforcement training for marine park officers.

2. Objective of the Assignment

The objective is to build the skills, knowledge, and operational capacity of enforcement officers to ensure effective compliance monitoring, investigations, and enforcement actions in line with applicable laws and best practices.

1. Scope of Work

The Service Provider will be expected to:

• Develop tailored training curriculum and manuals.
• Deliver a combination of classroom and practical field training sessions.
• Provide post-training evaluation and recommendations for continuous improvement.

2. Qualification Requirements

Interested Service Providers must demonstrate:

• Proven experience (minimum 5 years) and skills in enforcement training in marine protected areas.
• Strong facilitation, curriculum design, and report-writing skills.
• Fluency in English or Creole.

3. Submission of Expressions of Interest

Interested candidates are invited to submit:

• A cover letter outlining relevant experience.
• Technical capability statement.
• Company registration documents.
• CVs of key experts.
• At least three (3) references for similar assignments.

Submissions should be clearly marked:

4. Deadline and Submission Address

Expressions of Interest must be submitted in electronic format (PDF) or as one sealed hard copy to the address below no later than: 12th January 2026.

5. Evaluation Method

A shortlisting process will be carried out in accordance with the procurement guidelines. Only shortlisted candidates will be invited to submit full technical and financial proposals under a Request for Proposals (RFP).
