Transcriber – To provide accurate, complete, timely and confidential transcription of witness depositions and other recorded statements for Montagne Posée Incident

Timeframe: 6 months, from September 2026 to February 2027

Deadline for Submission: 21st August 2026

A Transcriber service is required to provide accurate, complete, timely and confidential transcription of witness depositions and other recorded statements obtained during the Seychelles Human Rights Commission (SHRC) and Office of the Ombudsman’s (OO) Joint Investigation into the Montagne Posée Prison Incident of 4th December 2024. The transcripts produced shall form part of the official investigation record and may be relied upon in legal proceedings, reporting, recommendations and other official actions arising from the investigation. Accordingly, the transcriptions shall be prepared to a high standard of accuracy and be strictly confidential. The appointment of the transcriber shall be for an initial period of six (6) months. Where necessary, the engagement may be extended to allow for the completion of all assigned transcripts. The Transcriber shall report directly to the Chief Executive Officer and shall receive audio recordings and submit completed transcripts through secure channels as specified by the investigation team.

Scope of Work Includes:

  • Listen to audio recordings of witness depositions and other authorised interviews provided by the investigation team.
  • Produce accurate verbatim transcripts of all depositions, accurately reflecting:
  • Questions and answers
  • Statements made by witnesses
  • Pauses, interruptions and inaudible sections where relevant
  • Any significant emotional expressions where appropriate (e.g. crying, prolonged silence).
  • Ensure transcripts:
  • Are complete, clear and free from omissions
  • Accurately reflect the spoken evidence without summarising or paraphrasing
  • Follow the prescribed formatting template provided by the SHRC and Ombudsman
  • Include appropriate speaker identification where available
  • Maintain strict confidentiality of all information obtained during the course of the assignment
  • Safeguard all recordings, transcripts and related documents against unauthorised access, copying or disclosure
  • Notify the investigation team where recordings are inaudible, incomplete or have technical issues
  • Return completed transcripts within the agreed timelines.
  • Review and proofread transcripts to ensure accuracy, consistency and correct formatting.
  • Securely store and transmit recordings and transcripts using the designated secure systems

Qualifications and Experience

  • A Diploma or certificate in administration, secretarial studies, legal studies, language or another relevant field.
  • Demonstrated experience in transcription, minute-taking, legal or investigative documentation, or a similar role.
  • Excellent written and spoken English.
  • Experience in handling confidential or sensitive information is highly desirable.
  • Familiarity with legal or quasi-judicial proceedings would be an asset.
