Job Title: Finance Analyst
Immediate Supervisor: Director Public Investment Management
Mission: Plan and manage the national financial resources to attain the socio and Economic objectives of Government within limits.
Job Description
Responsibilities:
A. General
- Advise Government on fiscal and financial matters that have a bearing on the ‘Public Sector Investment Program’ budget performance.
- Assist in ensuring that all Capital projects from MDAs are appraised and effectively implemented in line with governing legislations.
B. Specific
- Assist with preparing the Public Sector Investment Program budget of the Government within a stipulated time frame reflecting the prioritized national needs to be pursued within sustainable limits.
- Initiate and undertake studies, research and policy reviews in the areas of Capital Investment that are expected to have a major fiscal impact in the medium and long term.
- Maintain a database and monitor the ongoing progress of implementation of Capital Projects of MDAs within the allocated PSIP budget in line with approved Project Implementation plans and advise on remedies that need to be taken to ensure effective project implementation.
- Appraise and approve project proposals from MDAs within threshold as stipulated in the Public Investment Management policy.
- Assist in providing support to MDAs in areas of administration, planning, and execution of capital projects.
- Prepare quarterly reports on project implementation across MDAs advising management on any areas of deviations from approved implementation plans and the subsequent effects on the budget.
- Verify and effect payment requests for Capital Projects received from MDAs under the respective PSIP budget
- Conduct the appraisal of Capital Project proposals including PPP projects received form MDAs and advise on feasibility and suitability of the projects in line with sectoral and National Development Plans
- Assist in conducting training to MDAs in Appraisal of Capital Projects
- Initiate and undertake studies and research in the areas that are expected to have a major fiscal impact in the medium and long term
- Any other duties required by the Comptroller General/ Deputy.
Job Requirements
Minimum Entry Requirement
- Candidate completing the ACCA Professional Level or equivalent Master’s Degree in Finance will enter at B8, step 12; or ii.
- Candidate completing the ACCA Fundamentals Level or equivalent Bachelor Degree in Finance shall enter at B8, step 10 iii.
- F1 to F9 plus the Professional Ethics Module or equivalent Advanced Diploma in Accounting plus two years’ satisfactory work experience as an Assistant Accountant; B6, step 2
