ACCS is inviting applications from suitably qualified persons to fill the post of Financial Clerk.

Job Description

Job Summary: The Financial Clerk supports the Senior Finance Officer in the day-to-day administration of financial transactions and records, in compliance with the Public Finance Management Act 2012 and the PSO 2011; tasked with processing invoices and payments, managing the petty cash float, maintaining the Fixed Asset Register, accurately capturing financial transactions and maintaining up-to-date ledgers, and ensuring financial documents and records are properly filed, readily accessible and audit-ready.

Main duties and responsibilities:

  • Process invoices and prepare payment documents for review and approval by the SFO.
  • Verify supporting documentation (purchase orders, receipts, delivery notes) before payments are processed.
  • Maintain and reconcile the petty cash float; prepare petty cash requisitions and recoupments and provide weekly petty cash reconciliation to the SFO.
  • Maintain and update the Fixed Asset Register, recording new acquisitions, disposals and transfers.
  • Carry out and audit of all fixed assets every six months
  • Accurately capture financial transactions into the accounting system and maintain up-to-date ledgers.
  • Maintain an organised and accessible filing system for all financial records, invoices, receipts and correspondence.
  • Assist in preparing schedules and listings such as creditors’ listings, standing orders and utility schedules.
  • Respond to routine queries from staff and suppliers regarding invoices and payment status.
  • Assist the SFO with the compilation of information for monthly, quarterly and annual financial reports.
  • Support the SFO during internal and external audits by retrieving and organising requested documentation.
  • Liaise with the HR Admin Unit as and when required.
  • In the capacity of the role specific, represent the Commission in external meetings and committees as and when required.
  • Ensure that all work carried out is in accordance with the ethical, moral, and legal standards expected by all employees of ACCS.

Type of position: Permanent, full-time position

Job Requirement

Minimum requirements:

  • Diploma (or equivalent) in Business and Accounting with a minimum of two years’ formal experience in the field.
  • Microsoft Office skills especially MS Excel
  • Familiarity with accounting or financial management software (or willingness to be trained)

Desirable qualifications and experience:

  • Prior exposure to petty cash custody or fixed asset record-keeping
  • Familiarity with basic accounting or financial record-keeping systems in the public sector.

Working hours per week: 8 hours per day, Monday to Friday
