Job Description

The Human Resources (HR) and Budget Management Assistant is responsible for planning, directing and coordinating all activities of human resources and administrative matters to reach maximum levels of employees’ productivity and creativity throughout the workforce.

Job Role

The HR and Budget Management Assistant must be able to perform the tasks detailed under the following top-level competencies, in coordination with and under the supervision of the Human Resources (HR) and Administration Director:

  • Recruitment, contract management and administration;
  • Workforce planning and human resource development;
  • Budget formulation and management;
  • Travel management;
  • Support the Occupational Health and Safety Management Systems (OHSMS) in compliance with the ISO 45001 standard.
  • Internal resources and property management

In addition, the HR and Budget Management Officer will:

  • Coordinate administrative duties in the absence of the Human Resources (HR) and Administration Director;
  • Liaise with and support the Human Resources (HR) and Administration Director in any other related duties.

Benefits

Salary: Depending on qualification and experience plus Scheme of Service allowances

Job Requirements

Minimum Qualifications, Skills and Experience

Each candidate must have on or before the closing date of application a minimum of a Diploma in one or more of the following (or a recognised equivalent):

  • Human Resources Management
  • Budget Management
  • Administration/General Management

AND

  • 4 years relevant work experience; or 3 years as Assistant Human Resources and Budget Management Officer (with a Diploma in Human Resources Management/Diploma in Management);

OR

  • 6 years relevant work experience or 4 years as Assistant Human Resources Officer (with a Certificate in Human Resources Management).

Experience and Knowledge Required

  • Good knowledge of PSO and labor law
  • Knowledge in conflict management
  • Knowledge of the regulations applying to payroll procedures
  • Knowledge of human resources concepts, practices, policies, and procedures
  • Certification in Occupational Health and Safety Management (e.g., ISO 45001 Manager)
  • Experienced in project management for quality, as well as occupational health and safety, improvement initiatives
  • Problem solving skills
  • Good reporting and communication skills
  • Computer skills
  • Judgment & Decision-Making Skills
  • Time management skills
  • High analytical skills
