Job Description
Legal Counsel
Secretariat
Job Purpose:
Serves as the principal legal advisor to the CEO and Board of Directors of the Financial Services Authority (FSA). The role is strategically positioned within the Secretariat Section and reports directly to the Executive Director. The primary purpose of the role is to safeguard the Authority’s legal interests, ensure full compliance with the FSA Act and related legislation, uphold corporate governance standards, and represent the Authority in litigation and enforcement proceedings.
Summary of Duties:
Strategic Legal Advisory
- Provide confidential, real-time legal advice to the CEO on operational, governance, and strategic matters.
- Identify legal risks and propose mitigation strategies.
- Vet high-level correspondence, MoUs, and contracts prior to approval.
Technical Legal Oversight
- Monitor legislative and regulatory changes affecting financial services.
- Liaise with and supervise external counsel.
- Provide quality control and technical oversight of complex legal opinions.
Legal Services & Representation
- Lead enforcement litigation against regulated entities.
- Defend the Authority in judicial reviews, appeals, and regulatory challenges.
- Appear before courts and tribunals, including the Supreme Court and Court of Appeal.
- Draft pleadings, affidavits, submissions, and other legal documentation.
- Advise on litigation strategy, settlement negotiations, and regulatory appeals.
- Maintain litigation records and coordinate closely with Enforcement and Compliance units.

Job Requirements
Minimum Entry Requirements:
- Qualified Advocate admitted to the Bar (pupillage completed).
- LLB required; LLM (Corporate, Financial, or Administrative Law) preferred.
- 5 years post-qualification experience, including senior regulatory or in-house exposure.
