Job Description
Main Role:
To maintain the accounts of government, to prepare annual financial statements and to ensure that accounting systems respond to government’s needs for the proper processing, recording and accounting of financial transactions and for financial reporting.
DUTIES AND RESPONSIBILITIES
The Principal Accountant will report to the Chief Accountant and work with Treasury operations staff to ensure robust control of government payments and transfers and timely reporting.
This will include:
- Prepare consolidated annual financial statements of the Government of Seychelles
- Prepares monthly, quarterly and annual reports and statistics in line with reporting requirements to the management, local stakeholders and international organizations\
- Assist in developing and updating all government accounting-related manuals and policies
- Assist with the implementing of Government accounting related policies and procedures
- Support implementation of any new accounting systems involving Treasury operations
- Manage the chart of accounts and render technical support to Ministries, Departments and Agencies
- Lead the preparation of the preparation of the Government’s cash flow forecast and monitor the cash position and advice the Ministry responsible for Finance of actions required
- Support with the development/ update of the Treasury Standard operating Procedure manual
- Monitor all year-end adjustments and closings in preparation of the annual financial statements
- Performs follow-ups of the Office of the Auditor General’s recommendations following the audit of the annual financial statements
- Provide training to MDAs on Treasury operations
- Oversee the Treasury Operations in the absence of the Chief Accountant
- Any other duties as assigned by the Chief Accountant or the Accountant General
REQUIREMENTS:
Within the context of the role described above, the ideal applicant will be someone who has the following key attributes:

Demonstrated knowledge of contemporary public sector budgetary and financial management systems, policies, processes, practices and issues as well as knowledge of Seychelles Public Finance Management Act & Regulations, accounting principles and concepts.

Ability to identify, analyses, develop, implement, and evaluate complex financial issues, strategies, policies, procedures and initiatives.
- Supports productive working relationships
Demonstrated team leadership and management skills to manage work-plan and achieve outcomes within negotiated timeframes.

Demonstrated advanced computer skills, particularly in the use of spreadsheet and reporting tools.
Job Requirements
Qualifications and experience:
- ACCA Professional Level or equivalent Master’s Degree in Finance / Accounting plus three (3) years satisfactory work experience as a Senior Finance Analyst; Senior Accountant
OR
- ACCA Fundamentals Level or equivalent Bachelor Degree in Finance / Accounting plus four (4) years satisfactory work experience Senior Finance Analyst; Senior Accountant
OR
- Post Graduate Diploma in Public Finance Management or equivalent postgraduate diploma plus five (5) years satisfactory work experience as a Senior Finance Analyst/ Senior Accountant
Interpersonal skills:
- Must possess good interpersonal and excellent communication skills.
- Fluency in English and French (both oral and written).
- Excellent organizational and planning skills, time management skills and multitasking.
- Ability to manage personnel.
- Able to work well under pressure.
