Principal Engineer (Part-Time)
Job Description
Job Summary
To ensure that all structural designs and calculations submitted for verification and approval are undertaken in
accordance with the relevant codes of practices and British Standards as specified in the Town and Country
Planning Act [CAP 237].
Duties and Responsibilities
- Provide expert engineering advice on planning applications, local plans, and development frameworks.
- Lead on the assessment of complex or strategic developments, including major infrastructure and regeneration schemes.
- Advise elected members and senior officers on engineering, infrastructure, and viability considerations.
- Review and approve engineering submissions related to highways, access, drainage, flood risk, utilities, and public realm works.
- Ensure compliance with relevant legislation, policies, design standards, and best practice guidance.
- Negotiate engineering solutions with developers, consultants, and statutory consultees.
- Contribute to the preparation and review of planning policies, supplementary guidance, and masterplans.
- Support the integration of sustainable transport, climate resilience, and low-carbon infrastructure into planning decisions.
- Act as the engineering lead in cross-departmental and multi-agency working groups.
- Liaise with external bodies such as highway authorities, utility providers, environmental agencies, and consultants.
- Provide mentoring and technical guidance to junior engineering or planning staff where required.
- Support the drafting and enforcement of planning conditions and legal agreements (e.g. Section 106 / Development Contributions).
- Ensure risk, health and safety, and quality standards are upheld.
- Prepare technical reports for committees, appeals, and inquiries as required.
- Groom and guide engineers within the team on dealing with complex cases

Job Requirements
Minimum Entry Requirements
- Master’s Degree in Civil or Structural Engineering plus at least Two (2) years post qualifying experience as a Senior Engineer
- Bachelor’s Degree in Civil or Structural Engineering plus at least four (4) years post qualifying experience as a Senior Engineer
- Diploma or any other similar level of training in Management is required
