Job Description

POSITION PURPOSE

The Procurement Officer is responsible for ensuring the timely, cost-effective, and compliant procurement of goods, materials, equipment, and services required for the efficient operation of the estate. The role supports the Finance, Operations and Estate Manager and HR & Administration Coordinator by managing day-to-day purchasing activities while also providing driving, messenger, and administrative support to facilitate smooth estate operations.

This is a hybrid role comprising of messenger and operational support, stock and inventory management requiring excellent organisational skills, integrity, attention to detail, and the ability to work across multiple operational functions.

KEY RESPONSIBILITIES

  • Procurement & Supply Management
    • Coordinate the procurement of goods, services, equipment, consumables, and operational supplies in accordance with approved purchasing procedures.
    • Obtain quotations from approved suppliers and prepare comparative analyses to ensure value for money.
    • Prepare purchase requisitions, purchase orders, and supporting procurement documentation.
    • Monitor outstanding purchase orders and follow up with suppliers to ensure timely deliveries.
    • Maintain accurate procurement records, supplier files, quotations, invoices, and delivery notes.
    • Verify deliveries against purchase orders and report shortages, damages, or discrepancies.
    • Coordinate with Finance to ensure supplier invoices are supported by the required documentation.
    • Maintain an approved supplier database and support the evaluation of supplier performance.
    • Monitor stock levels of operational supplies and coordinate replenishment to prevent shortages.
    • Support contract administration by tracking service agreements, renewal dates, and supplier compliance requirements.
    • Assist with annual procurement planning and budget monitoring.
    • Ensure all procurement activities comply with company policies and delegated approval authorities.
    • Identify opportunities for cost savings without compromising quality or operational requirements.
  • Driving & Messenger Duties
    • Collect and deliver documents, permits, contracts, mail, and other official correspondence to government departments, banks, suppliers, contractors, and service providers.
    • Transport small equipment, supplies, and urgent operational materials between company locations and suppliers.
    • Support the Estate Manager and HR & Administration Coordinator with external errands and operational logistics.
    • Drive company vehicles safely and responsibly while complying with all traffic regulations and company vehicle policies.
    • Ensure company vehicles remain clean, roadworthy, serviced, and properly maintained.
    • Maintain vehicle logbooks, fuel records, and report any maintenance requirements promptly.
    • Assist with the collection of urgent procurement items where required.
    • Provide transport support during inspections, supplier meetings, and operational activities as directed.
  • Administrative Support
    • Assist the HR & Administration Coordinator with filing, document preparation, and general administrative tasks when required.
    • Maintain procurement registers, delivery schedules, and operational tracking logs.
    • Coordinate the receipt and distribution of office supplies.
    • Assist in organising supplier meetings and maintaining procurement correspondence.
    • Support audit preparation by ensuring procurement documentation is complete and readily available.
    • Invoicing support and distribution of invoices to tenants and owners where needed
    • Undertake additional administrative or operational duties as assigned by Management.

Job Requirements

Qualifications & Experience

Essential

  • Diploma or Certificate in Procurement, Supply Chain Management, Business Administration, Logistics, or a related discipline.
  • Minimum of 2 years’ experience in procurement, purchasing, logistics, or administration.
  • Valid Seychelles Class 2 Driving Licence with a clean driving record.
  • Experience using Microsoft Office applications, particularly Excel and Word.
  • Good understanding of procurement processes and supplier management.

Desirable

  • Experience within hospitality, estates, property management, facilities management, or construction.
  • Knowledge of inventory management systems.
  • Experience working with contractors and service providers.

Working Conditions

  • Based primarily at the estate with regular travel to supplier locations, government offices, banks, and service providers.
  • Combination of office-based procurement responsibilities and field-based operational support.
  • May be required to work outside normal business hours to support urgent operational requirements.

Authority

The Procurement Officer is authorised to:

  • Obtain supplier quotations in accordance with procurement procedures.
  • Coordinate approved purchases within delegated authority.
  • Liaise directly with suppliers, contractors, and service providers on procurement matters.
  • Operate company vehicles for authorised business purposes.
  • Escalate procurement, supplier, or operational issues to the Estate Manager where necessary.

This role plays a key part in ensuring the estate has the resources, supplies, and logistical support required to operate efficiently while providing flexible operational assistance during both the pre-opening phase and ongoing landlord operations.
