1. INTRODUCTION
Cheval Blanc Seychelles (“the Maison”) invites qualified and experienced service providers to submit proposals for the provision of outsourced stewarding services to support its culinary and operational departments.
The Maison is a luxury hospitality property with high standards of service, hygiene, professionalism, and operational continuity. This tender aims to identify a reliable partner capable of delivering consistent, compliant, and high-quality stewarding services.
2. OBJECTIVE OF THE TENDER
The objective of this tender is to appoint a service provider to:
- Supply trained stewarding manpower
- Ensure operational continuity and hygiene standards
- Comply with Seychelles labour and regulatory requirements
- Support the Maison during a trial engagement, with potential for extension based on performance
3. SCOPE OF SERVICES
The successful bidder will be required to provide outsourced stewarding services, including but not limited to:
3.1 Core Duties
Dishwashing and cleaning of kitchen equipment
Cleaning and sanitation of back-of-house areas
Waste handling in accordance with hygiene standards
Support to kitchen and F&B operations as required
3.2 Manpower Requirements
Indicative requirements (subject to operational adjustment):

All personnel must be:
- Medically fit
- Trained in basic hygiene and safety
- Properly uniformed and identifiable
4. CONTRACT DURATION
- Initial contract period: 1 year (trial basis)
- Performance review: At 3 and 6 months
- Extension or termination shall be based on performance and business needs.
5. COMPLIANCE & LEGAL REQUIREMENTS
The Service Provider must demonstrate full compliance with:
- Seychelles Employment Act (Cap 69)
- All statutory wage, contribution, and labour obligations
- Occupational health and safety requirements
- Immigration and work permit requirements (where applicable
All deployed personnel shall remain employees of the Service Provider.
6. SERVICE LEVEL EXPECTATIONS (SLA)
Bidders must confirm their ability to meet the following minimum standards:

7. PRICING STRUCTURE
Bidders must submit clear and transparent pricing, including:
- Cost per steward (monthly rate)
- Cost per supervisor (monthly rate)
- Breakdown of salary, statutory costs, and service fees
- Confirmation of inclusions/exclusions (meals, transport, uniforms, etc.)
All prices must be quoted in Seychelles Rupees (SCR).
8. REQUIRED SUBMISSION DOCUMENTS
Interested service providers must submit the following:
- Company profile and registration details
- Valid TIN and business license
- Experience in hospitality or similar environments
- Proposed manpower structure
- Pricing proposal
- Contingency and replacement plan
- References from existing or past clients
Incomplete submissions may not be considered.
9. EVALUATION CRITERIA
Proposals will be evaluated based on:

The Maison is not bound to accept the lowest-priced bid.
10. CONFIDENTIALITY
All information provided by the Maison as part of this tender shall be treated as confidential and used solely for the purpose of preparing a tender submission.
11. RIGHT TO ACCEPT OR REJECT
Cheval Blanc Seychelles reserves the right to:
- Accept or reject any tender
- Request clarifications
- Cancel or reissue this tender without obligation

14.1 Ethical Conduct

14.2 Anti-Bribery & Anti-Corruption
The Service Provider warrants that it, its owners, directors, employees, agents, or subcontractors shall not, directly or indirectly:
- Offer, promise, give, request, or accept any bribe, kickback, facilitation payment, gift, or improper advantage
- Attempt to improperly influence any decision relating to this tender, evaluation, award, or contract management
- Engage in any form of corrupt, fraudulent, or unethical conduct
Any such actions may result in immediate disqualification from the tender process or termination of any awarded contract.
14.3 Gifts, Hospitality & Benefits
Tenderers must not offer any gifts, hospitality, entertainment, discounts, or personal benefits to employees, representatives, or associates of Cheval Blanc Seychelles in connection with this tender.
Normal business courtesies of nominal value may only be offered where permitted by law and must not influence, or appear to influence, decision-making.
14.4 Conflict of Interest
Tenderers must disclose any actual, potential, or perceived conflict of interest, including but not limited to:
- Personal or family relationships with employees of Cheval Blanc Seychelles
- Financial or business interests that could influence the tender outcome
Failure to disclose a conflict of interest may result in disqualification.
14.5 Compliance with Laws & Codes
The Service Provider confirms compliance with:
- All applicable anti-corruption and anti-bribery laws of the Republic of Seychelles
- Applicable international standards of ethical business conduct
- Any internal codes of conduct communicated by Cheval Blanc Seychelles upon engagement
14.6 Right to Audit & Investigate
Cheval Blanc Seychelles reserves the right to:
- Investigate any suspected breach of this clause
- Request written explanations or supporting documentation
- Report matters to relevant authorities where required
14.7 Sanctions for Breach
Any breach of this Anti-Bribery & Ethics clause may result in:
- Immediate disqualification from the tender
- Termination of contract without compensation
- Blacklisting from future tenders
- Legal action, where applicable
14.8 Declaration
By submitting a tender, the bidder confirms acceptance and compliance with this Anti-Bribery & Ethics clause.
