Job Description

Job Summary:

The PR Officer will assume a leadership role, overseeing all aspects of the Ministry’s public relations and communication functions, including those of our affiliated agencies: the National Coordination Council (NCC), Home Care Agencies, and the Association of Social Providers (ASP). This position requires a highly experienced professional capable of managing and enhancing the Ministry’s public image across diverse stakeholder groups such as government officials, partner organizations, service providers, beneficiaries, media, and the wider community.

Key Responsibilities:

  • Overseeing and supporting all press activities for the Ministry and its affiliated agencies (NCC, Home Care Agency and ASP), ensuring proactive engagement and positive media coverage.
  • Developing and implementing comprehensive public relations and communication strategies aligned with the Ministry’s goals, with a focus on fostering trust and transparency among stakeholders.
  • Managing the production and dissemination of promotional and publicity materials, including newsletters, press releases, speeches, and multimedia content targeted at diverse audiences.
  • Coordinating the organization of press conferences, media briefings, and public events, including high-level visits and collaborative initiatives with partner organizations.
  • Supervising the preparation and distribution of the Monthly Newsletter and other publications that highlight the Ministry’s activities and achievements.
  • Leading media liaison efforts, managing interview requests, and coordinating public appearances for the Minister and senior officials.
  • Monitoring and analyzing media coverage, public perception, and campaign effectiveness, providing strategic feedback to senior management.
  • Developing and maintaining a strong communications network to foster positive relationships with the public, media outlets, and key stakeholders.
  • Advising on and implementing innovative promotional strategies to enhance the Ministry’s visibility, reputation, and public trust.
  • Ensuring effective management of internal and external communication portals, including websites, social media platforms, and newsletters.
  • Conducting research and audience analysis to inform targeted communication campaigns and outreach efforts.
  • Handling sensitive public issues and providing strategic counsel to preserve and enhance the Ministry’s reputation.
  • Identifying opportunities for sponsorships, partnerships, and collaborative initiatives to promote the Ministry’s mission.
  • Managing and maintaining records of media activities, publicity campaigns, and stakeholder engagements.
  • Supporting special projects and initiatives organized by the Ministry and its partner agencies, ensuring alignment with communication objectives.
  • Performing any additional duties assigned by the Minister, including representing the Ministry at public forums and conferences.
  • The officer will require to decide on the mechanisms for assessing the impact of communication campaigns and public perceptions, using feedback to refine strategies and ensure that the Ministry’s messaging remains appropriate and effective.

Job Requirements

Qualifications:

  • Bachelor’s degree in Public Relations, Communications, Journalism, Media Studies, or a related field.
  • Master’s Degree in Public Relations, Communication, Journalism, Media Studies or related field
  • Familiarity with government policies, procedures, and public sector communication protocols is an advantage.
  • Knowledge of media monitoring tools and social media platforms.
