PRE-QUALIFICATION NOTICE
REQUEST FOR PRE-QUALIFICATION (RFPQ)
“Design & Build, Finance, Operate, Maintain and Transfer (DBFOMT) the Containerized and General Cargo Terminal at Port Victoria”
The Seychelles Ports Authority (SPA) is launching a Request for Pre-Qualification (RFPQ), to select a Concessionaire, through a competitive procurement process, to “Design & Build, Finance, Operate, Maintain and Transfer (DBFOMT) The Containerized and General Cargo Terminal at Port Victoria”.
The RFPQ Documents containing detailed terms and conditions, can be collected, at Procurement Department, Seychelles Ports Authority Head Quarters, Latanier Road, Victoria, between 9 am to 3pm, Mondays to Fridays.
Last day of collection 12th June 2026

Completed RFPQ Documents are to be enclosed in plain sealed envelopes clearly marked “Application to Pre-qualify for the “Design & Build, Finance, Operate, Maintain and Transfer (DBFOMT) of the Containerized and General Cargo Terminal at Port Victoria,” and be deposited in the Tender Box at:
National Tender Board
Care House
Victoria
so as to be received on or before 8th July 2026
Applications will be opened immediately thereafter at the National Tender Board, Care House, Victoria in the presence of applicants or their authorized representatives, who choose to attend.
Applicants meeting the pre-qualification criteria shall be shortlisted. Request for Proposal (RFP) Documents for the “Design & Build, Finance, Operate, Maintain and Transfer (DBFOMT) of the Containerized and General Cargo Terminal at Port Victoria”, will be subsequently issued to the short-listed Applicants only.
