POST TITLE: Second Secretary
DIVISION: Diaspora Affairs Division
REPORT TO: First Secretary/Director
Job Description
MAIN OBJECTIVE
The Second Secretary will support the implementation of diaspora engagement activities and assist in managing assigned programmes within the Diaspora Division. The post holder will undertake analytical, administrative, and representational duties, contributing to the Division’s work on diaspora mapping, outreach, investment facilitation, and skills transfer initiatives.
DUTIES & RESPONSIBILITIES
- Assist in the coordination and follow-up of allocated diaspora programmes and activities under the supervision of the First Secretary.
- Liaise with diplomatic missions, Honorary Consuls, Government Ministries/Departments, and other organisations to support diaspora engagement initiatives.
- Conduct background research on diaspora issues, emerging trends, and relevant foreign policy developments.
- Prepare briefs, reports, meeting notes, and recommendations for internal and external stakeholders.
- Maintain and update the diaspora database, including data collection, verification, and analysis.
- Participate in meetings, workshops, and conferences related to diaspora affairs and prepare reports as required.
- Support outreach activities targeting youth, diaspora associations, professional networks, and potential investors.
- Perform other duties related to diaspora affairs as assigned by the First Secretary or Director.

Job Requirements
Minimum Qualification
- Master’s Degree in International Relations, Political Science, Development studies, or a related field.
- Minimum of three (3) years of satisfactory work experience in diplomacy, foreign affairs, public administration, or related field.
- Working knowledge of international relations, diaspora engagement, and government procedures.
- Strong written and oral communication skills, with the ability to draft concise and accurate reports.
- High level of integrity, professionalism, and cultural sensitivity.
