We are looking for committed, trustworthy and motivated individuals to be recruited in the position of SENIOR MONITORING AND EVALUATION OFFICER, at the Youth and Sport Department.

Job Description

SUMMARY OF DUTIES:

The Senior Monitoring and Evaluation Officer is responsible for the planning, coordination and implementation of the M&E System and M&E practices within the MDA, ensuring the M&E system and practices are aligned with the MDA’s strategic plan and is executed efficiently and effectively for evidence based policy formulation, strategic planning, and capacity building.

The incumbent will provide oversight of programme performance, guide and support programme managers and officers in developing indicators and M&E tools, train staff on M&E best practices, prepare M&E reports for decision-making and ensure that all programmes and services meet the requirements of the National PM&E Policy Framework for performance monitoring, evaluation and reporting.

RESPONSIBILITIES:

  • Support the RBM Officer/focal person responsible for strategic planning in the MDA in the preparation and review of results frameworks in the strategic plan and MTES for tracking of results at different levels;
  • Quality assure the results framework in the MDA’s finalized strategic plan, ensuring alignment for tracking of results.
  • Support the RBM Focal person/Principal Planning Officer in the implementation and review of the Performance Monitoring and Evaluation (PM&E) System for the MDA and portfolio to ensure alignment with the National PM&E Policy Framework;
  • Support the portfolio RBM Focal person/Principal Planning Officer in conducting diagnostic assessments of M&E practices in the Department and compile the findings to submit to the national M&E Team at the Department of Public Administration;
  • Supporting the portfolio RBM Focal person in developing/reviewing the M&E action plan to address the M&E gaps based on the diagnostic assessment;
  • Support the portfolio RBM focal person/Principal Planning Officer in the design and review and implementation of internal monitoring and reporting tools, standards, methodologies and guidelines to encourage and harmonize PM&E practices within the portfolio.
  • Monitor the execution of policies, projects and programs to ensure alignment with the Ministry/Department strategic plan and M&E framework;
  • Provide support to programme managers in designing and reviewing and selecting indicators (KPIs and contributing indicators) and use of M&E tools to measure performance at different levels within the Department;
  • Support programme managers in reviewing the quality and consistency of data in the monitoring and reporting tools and any other M&E tools;
  • Review all MTES related documents (mid-year, End of Year Performance Reports and PPBB statements) and provide customized support to the programme managers to ensure alignment between planning, budgeting and M&E, in collaboration the focal person responsible for finance and planning in the Department;
  • Compile and analyse quarterly M&E/performance reports for completeness prior to internal validation and submission to the Portfolio RBM Focal person for review/analysis and reporting;
  • Prepare M&E reports on the progress of programs/projects for submission to the Senior Management/Portfolio Internal RBM Committee/ for decision-making;
  • Collaborate with the relevant Portfolios/External agencies/stakeholders to ensure timely collation and compilation of data and statistics for the preparation of reports;
  • Monitor implementation of corrective actions to address performance gaps;
  • Liaise with and provide M&E information (as and when required) to the Portfolio RBM Focal person, National M&E team at the Department of Public Administration and other stakeholders;
  • Participate in the development of M&E information systems/databases and monitor integrity of data and its use.
  • Coordinate and compile the Department inputs on evaluation of priorities programmes in collaboration with the RBM focal person;
  • Support the Portfolio RBM Focal/Principal Planning Officer person in the design and implementation of evaluation tools to support PPBB, strategic planning and ongoing sector reforms;
  • Participate in the design of evaluation tools to support PPBB, strategic planning and ongoing sector reforms.
  • Organise training for Department staff on M&E best practices to ensure compliance with policies and procedures;
  • Support the portfolio RBM Focal person/Principal Planning Officer during training delivery and provide customised support to participants post-training;
  • Produce materials/articles on PM&E initiatives and organisation performance and promoting them through a variety of communication channels within the Department and externally;
  • Participate in the formal/informal M&E training local and overseas (e.g., workshops, conferences, and forums on M&E/results-based practices) for performance improvement and networking opportunities;
  • Represent the Department on M&E/results-based forums and Portfolio Internal RBM Task Team.

Job Requirements

MINIMUM QUALIFICATIONS & EXPERIENCE REQUIREMENTS

  • Master’s Degree in the field relevant to the technical area of employment plus five years post qualifying experience; OR
  • Bachelor’s Degree in the field relevant to the technical area of employment plus five years post qualifying experience.
